Development of service infrastructure and social integration in the Municipality of Wisznice

The subject of the project is the construction of a one-storey social care building housing assisted housing with infrastructure and the extension of an office building with a change of use to a multi-family residential building - apartments for social rent in the Municipality of Wisznice associated with ESF+ activities under FEL 2021-2027 and FERS, among others in the field of education and professional development of long-term care staff in the social aspect. The main objective of the project is to support the socio-economic inclusion of marginalised communities, low-income households and disadvantaged groups, including people with special needs, through integrated actions covering housing and social services in the municipality of Wisznice. The level of satisfaction of the social infrastructure needs of residents in the area of the municipality of Wisznice should be considered insufficient. The Social Problem Solving Strategy for the Municipality of Wisznice for 2021-2026 and the vision for the development of housing in the Municipality (approach to desegregation) set strategic objectives, to which actions aimed at solving diagnosed key social problems in the Municipality of Wisznice were assigned in an integrated way: including activation and education of groups at risk of social exclusion, assistance to families in difficult life situations, with particular attention to the needs of children and young people, prevention of social pathologies, improvement of services for the population in the area of health care. In the building and outdoors, solutions have been used to make it easier for the blind and visually impaired, the elderly and people with musculoskeletal disorders, including those in wheelchairs, the deaf and hearing impaired, to move. The project also assumes the use of modern, energy-saving technical and technological solutions, the use of environmentally friendly technologies (actions for the implementation of sustainable development and the DNSH principle), including in particular the use of modern, energy-saving technical and technological solutions, the use of environmentally friendly technologies (in accordance with the substantive criterion). The potential number of users of social infrastructure will be 28 people. The buildings will be equipped with the necessary facilities to provide high-quality social and integration services. The project is in line with the needs identified at regional level, as set out in the document ‘Educational and social infrastructure needs map in the Lubelskie voivodship’, assisted housing and housing for social rent, i.e. facilities enabling support for people excluded and at risk of exclusion in a deinstitutionalised form, which is a response to the social problems we all experience, is a process of facilitating access to social services (care, assistance, housing and others) in the local environment. The project contributes to the development of inclusive activities in the fight against social exclusion and ensures full accessibility for people with disabilities. The project includes technical and technological solutions reducing the environmental impact of the project (meeting the highest existing standards at European level - Best Available Techniques (BAT 36) and other than RES modern, energy-efficient technical and technological solutions reducing operating costs and environmental impact, including the use of intelligent energy management systems (BMS) - monitoring and energy management systems in the building optimizing the consumption of electricity, heating and cooling, installation of low-flow fittings. The project will be implemented using green public procurement. Residential premises were not planned in areas isolated from the local community and poorly connected.
