The project concerns strengthening outpatient specialist care and improving access to this care and includes a number of actions aimed at increasing patients' access to high-quality medical services in the Provincial Specialist Clinic in the Provincial Hospital at 100 Kraśnicka Street. This includes, but is not limited to: 1. Infrastructural modernization of the clinic (located in building A on the ground floor and 1st floor) to provide more comprehensive specialist care. with particular emphasis on accessibility standards for hospitals. For many people, it is a condition for independent living and participation in the social and economic life of the country, local community, school or workplace. It can be ensured mainly through the use of universal design for new investments, which aims to make life easier for all people, including people with disabilities. Accessibility is particularly important in the health system due to the need to adapt medical facilities to the needs of persons with disabilities. (document: https://www.funduszeeuropee.gov.pl/media/119717/StandarddostepnosciSzpitali.pdf). Scope of works mentioned in the letter and annex. Section A1. Description of the project scope of construction works. 2. equipping the clinic with modern medical equipment, including ultrasound cameras, ECG apparatus, cystoscopes, headlamps. The main problems faced by the Provincial Specialist Clinic at WSS SPZOZ in Lublin, which affect the quality of services provided and patients' experience, are: 1. Insufficient infrastructure: The lack of adequate infrastructure, such as modern medical equipment or properly equipped rooms, hinders the provision of high-quality medical services and leads to an underestimation of patients' needs. Currently operating specialist offices in the AOS system are located in one of the least architecturally adapted spaces, especially for people with special needs. The hospital carried out an accessibility audit by independent auditors in the period 04-05.2024, which confirmed the need to adapt this space in an accessible and adequate manner to the different needs of patients. Diagnosed barriers include: slippery surfaces, lack of suitable seats in the waiting area in the Clinic, inadequate door dimensions and too small widths of corridors, too few toilets available to patients. The modernization is to consist in the renovation of the main hall - registration area, corridors, bathrooms for disabled patients, offices to adapt them for people with special needs and to perform outpatient procedures. 2. Hardware deficiencies: The clinic experiences shortages related to modern medical equipment, which leads to long waiting times for visits, limiting the availability of medical services and overloading other employees. The Provincial Clinic in our facility provides medical services within as many as 29 Clinics. It is one of the largest institutions of this type in the Lubelskie Voivodeship. The number of consultations in 2023 was 138 895, the number of people using the clinic was 47 262. 3. Lack of access to finance: Limited financial resources make it difficult to invest in modern medical equipment, train staff and maintain an adequate level of infrastructure. Most of the funds raised by the hospital concern either the construction of new, much-needed hospital wards or renovation investments in existing wards. The project responds to the identified needs confirmed by the results of the external audit and the results of quality checks. The result will be a reduction in the hospital burden, as patients will have easier access to diagnostics under AOS. The activities in the project will allow the transfer of the performance of some hospital medical procedures in outpatient care conditions.
