The main objective of the project from 01.03.2025 to 31.03.2027 is to improve the situation on the labour market of 238 [143K/95M] adults from 18 years of age, working, employed on civil-law contracts, short-term contracts and working poor living in the Lublin Province [WL] within the meaning of the Civil Code Act, by providing them with comprehensive activation support. The headline target is in line with the objective of measure 9.2 and will contribute to the achievement of the specific objective ESF+.CP4.A-"Improving access to employment and activation measures for all jobseekers (...)". The support is addressed to working people for whom professional development activities can be undertaken, which will contribute to the improvement of qualifications/professions and the improvement of the situation of the profession. The project will implement the following actions: *identification of participants' needs and development/update of IPD-for 238UP *soft skills training, including green skills -for 168UP *individual career guidance.-for 147UP *professional training.-for 238UP *individual job placement-for 140UP The project will result in the achievement of the result indicator: *Number of people who obtained qualifications after leaving the program - min. 85% i.e. 203 [122K/81M] pers. The project assumptions, including the GD and the scope of support were planned on the basis of the Applicant’s own diagnosis (06’24-description of the diagnosis), available data on the area of support (list of sources) as well as the Applicant’s experience (cf.Description of potential). The implementation of the project will be preceded by an inf.-promotional action, emphasizing the benefits of the above-mentioned participation in the project. If the grant is received, the Beneficiary will comply with the Inf. and Prom. obligations under the General Regulation. The WL area is characterised by one of the highest levels of unemployment[BB] in the country (st.unemployment:7.5%).The average employment in the enterprise sector in the first quarter of the year ‘24 was 204,700 people. (46.5%K) and was 0.2% lower than in ’23[4]. The uncertain macroeconomic and geopolitical situation (so-called, among others, the war in Ukraine) causes that employers increasingly decide to work on the basis of civil law. These contracts are a popular form of employment (up to 09’23 included in the WL 98 358 um contract and related contracts, including 53.4% concluded with K[5]), especially among young people (the most common contractors for the contract for a work are K from Gr. 24-29 years old and M from Gr. 30-39 years old), which generates their worse situation on the labour market[7]. Despite the fact that in 03’24 the average gross monthly salary was 10.3% higher in WL compared to 03’23 (from PLN 6261.31 to PLN 6904.97), the material situation of housewives did not improve significantly (the at-risk-of-poverty rate is still the highest in the country and is 22.9% in WL, compared to 14.8% in Poland) [6]. In ’23 there was also an increase in the number of people working part-time, mainly K (by almost 15%), cf. until ’22 [4], which also affects the household’s income. In addition, as many as 59 000 persons employed in WL in ’22 received a gross wage not exceeding the minimum wage, and the average wage in WL is approx. 88.1% national average[9].
