The subject and material scope of the project is the purchase of a new mobile laboratory with equipment for the needs of the Municipal Guard in Płock in order to carry out tasks related to air quality control and a promotional educational campaign on the low-carbon economy and climate change resilience and information and promotion activities of the project. The project is non-infrastructural, will be implemented in one stage, does not require obtaining administrative decisions. The beneficiary has a specification of the technical parameters of the vehicle to be purchased, a mobile laboratory with equipment, which is annexed to this application. Main objective: Reducing air pollution from low-emission sources in Płock by 2024 Specific objectives 1. Raising the social awareness of the inhabitants of Płock through the implementation of an educational and promotional campaign 2. Improving the quality and efficiency of air quality control activities through the purchase and use of a mobile laboratory with equipment 3. Promoting a low-carbon economy as a cornerstone of sustainable development policy. The assumptions of the project fit directly into the European Funds for Mazovia 2021-2027 programme, Priority II, Measure 2.1 Energy efficiency The project meets the identified need of the city of Płock in terms of improving air quality and insufficient ecological awareness of residents. Main problem: Exceeding the permissible levels of air pollutants in Płock from low emission sources. Specific problems: - low environmental awareness of the society, especially in terms of the harmfulness of burning solid fuels and waste in domestic furnaces, - limited possibilities of inspections of home boiler rooms, due to the lack of specialized equipment for this type of activities - insufficient readiness of residents to change consumption habits taking into account the principles of sustainable development Changes in air quality over the years are noticeable. However, national and European air quality studies continue to confirm that air pollution poses a risk to human health and the environment. It is the leading cause of premature death, increases treatment costs and reduces productivity of the economy as a result of poor health of workers. Changing habits or habits is a process that requires the effort and intensive education of society at all ages, from the youngest to the elderly. Systematic and effective action is therefore needed to tackle the climate crisis and halt environmental degradation. The beneficiary carries out a number of tasks related to air protection, because, as indicated in other points of the application, there are exceedances of the permissible levels of air pollutants in Płock: PM10 and PM2,5 particulate matter and benzo(a)pyrene levels. Actions include: implementation of a support programme for residents by co-financing the costs of changing the heating system from coal to low- and zero-emission systems, energy modernisation of public buildings, development of green areas, implementation of low-emission solutions in public transport. Tasks related to air quality control are carried out with the help of an organisational unit – the Municipal Guard in Płock – using non-specialised equipment, e.g.: jar, shoulder, bucket. In 2022, 420 inspections of domestic boiler rooms were carried out, in 40 cases offences were detected in the field of waste incineration. Instructions were given and criminal fines were imposed. The purchase of a mobile laboratory will allow to increase the number of home inspections of boiler rooms by approx. 60%, i.e. the annual number of inspections will be approx. 600 domestic boiler rooms.
