Poor air quality has been observed in Mazovia for many years. Air pollution is not only smoke, fog and unpleasant smell. It is also a negative health effect (every year as a result of air pollution, 6,000 Mazovia residents die prematurely) and financial (PLN 18-36 billion per year). Low emissions are considered to be the main culprit of the resulting exceedances, caused in particular by the combustion of disastrous quality solid fuel and waste in old boilers, and also by transport in Warsaw. Improving the energy efficiency of buildings and deep thermal modernisation involving the replacement of heat sources in households is a key issue. A significant barrier is reaching out to residents and convincing them that changes are necessary, and for this they will not entail a radical increase in the cost of living and will improve its quality. In addition, insufficient knowledge of municipal employees dealing with air protection issues, shortages of staff or lack of financial resources and difficulties in obtaining funds for the implementation of activities remain an obstacle at local level. The commune is the first point of contact with the resident, so the focus should be primarily on supporting local governments. Taking into account the above, there was a need to implement a multi-government project for the European Funds for Mazovia 2021-2027 program called: ‘Mazowsze bez smogu’. The project aims to improve air quality by providing a network of experts specialised in the field of air protection and energy, as well as ensuring access to information and the possibility of its active exchange between municipalities and other stakeholders related to air protection. The following activities will be included in the scope of the project: 1) energy and environmental advice and checks on compliance with the provisions of the anti-smog resolution implemented through the employment of eco-managers equipped with knowledge and necessary equipment, 2) an online service supporting air quality management processes, covering the entire region, 3) environmental education - implemented through information and education activities carried out at the regional and local level. The project will be implemented with the participation of 98 partners – municipalities from the Mazowieckie voivodeship. Specific objectives of the project: 1)poprawa jakości powietrza, a tym samym poprawa jakości życia i zdrowia mieszkańców, 2)poprawa efektywności energetycznej przede wszystkim budynków mieszkalnych, 3)głęboka termomodernizacja przede wszystkim budynków mieszkalnych (obejmująca wymianę czynnika grzewczego, ale także zmniejszenie strat ciepła), 4)zwiększenie tempa zmiany użytkowanych źródeł ciepła na mniej emisyjne, oraz zwiększenie wykorzystania OZE, zwiększenie wykorzystania dostępnych instrumentów finansowych, 5)zwiększenie świadomości społecznej na temat zanieczyszczenia powietrza, możliwych do podjęcia działań, przepisów prawa, źródeł finansowania i możliwych do wykorzystania paliw, urządzeń i technologii (edukacja ekologiczna), a także dostęp do wiedzy na temat instytucji, u których można szukać pomocy, 6)poprawa jakości komunikacji pomiędzy gminą, powiatem, regionem, a społeczeństwem, w tym zwiększenie dostępności do informacji z zakresu ochrony powietrza, 7)wdrażanie przepisów prawa regionalnego i lokalnego (Program ochrony powietrza, uchwała antysmogowa, miejscowe plany zagospodarowania przestrzennego, itp.) oraz monitorowanie stanu ich realizacji na terenie gminy, 8)zwiększenie wykorzystania potencjału administracyjnego gminy (dotychczas braki finansowe, braki kadrowe, brak wykwalifikowanych osób zajmujących się ochroną powietrza, niesamodzielność w realizacji zadań wynikających z przepisów prawa, hierarchizacja zadań gminy powoduje umieszczenie ochrony powietrza na końcu listy priorytetów), 9)analiza zjawiska ubóstwa energetycznego, identyfikacja gospodarstw ubogich energetycznie i udzielanie im pomocy.
