This project fits into the following project type: Equipment and infrastructure for disaster management. As part of the project, the Voluntary Fire Brigade Mszczonów, belonging to the KSRG, will be retrofitted. The project envisages the following stages of implementation: -purchase of a heavy rescue and firefighting car with equipment, -promotional educational actions in the field of knowledge about climate change, -promotion of the project (purchase and installation of an information and promotion board, purchase and installation of markings (stickers) for a heavy rescue and firefighting car, creation of a website of the TSO Mszczonów). In the era of adverse climate change, due to increasingly frequent heavy rainstorms, storms, tornadoes or heat waves, the need to equip TSO units with specialized equipment was noted. The following risks of potential threats are identified in this area: –flood hazard areas mainly along the Pisi and Jeziorka rivers, –fire hazards in forest areas, –high fire risk are production and storage facilities located throughout the municipality, and in particular their cluster in the industrial district of Mszczonów, –the presence in the municipality of high-pressure transmission pipelines also poses a fire and even explosive risk. The need to implement the project also results from having an exhausted 19-year-old medium rescue and firefighting car, which is subject to frequent failures and thus reduces the combat capabilities of the unit, delays its response time and entails the need to engage additional forces, which translates into a reduction in the effectiveness of rescue operations while increasing their costs, reducing the sense of safety of residents and reducing the effectiveness of crisis management in the Mszczonów Commune and Żyrardów County. The main objective of the project is to increase adaptation to climate change and prevent risks related to natural disasters and natural disasters of the Voluntary Mszczonów Fire Service. The direct (main) objective will be achieved through the following specific objectives: - poprawa bezpieczeństwa mieszkańców Gminy Mszczonów oraz powiatu żyrardowskiego, - przeciwdziałanie zagrożeniom pożarowym i innym zagrożeniom wynikających ze zmian klimatu, - zwiększenie możliwości operacyjnych OPS w Mszczonowie, - skrócenie czasu do miejsca zdarzenia OSP w Mszczonowie w sytuacji zagrożenia, - dostosowanie OSP do wyzwań związanych ze zmianami klimatu, - zwiększenie stopnia ochrony środowiska naturalnego, w tym także obszarów cennych przyrodniczo, - zwiększenie skuteczności prowadzonych akcji ratowniczych oraz zwiększenie efektywności usuwania skutków klęsk żywiołowych, ekstremalnych zjawisk atmosferycznych, poważnych awarii, - wzrost świadomości społeczności lokalnej o zmianach klimatu. The above objectives are in line with the SMART concept. It should be emphasised that this project is part of the specific objective: ERDF/CF.CP2.IV - Supporting climate change adaptation and disaster risk prevention, as well as resilience, taking into account the ecosystem approach of the European Funds for Mazovia Programme 2021-2027 through the purchase of a heavy rescue and firefighting car for the TSO Mszczonów. The project is in line with the ‘Strategic Adaptation Plan for Climate-sensitive Sectors and Areas to 2020 with a 2030 Perspective’: - Objective 4. Ensuring sustainable regional and local development taking into account climate change, Action 4.1 – Environmental monitoring and early warning and response systems in the context of climate change (cities and rural areas), Action 4.1.2 Preventing and reducing the impact of disasters and increasing the effectiveness of response.
