Purchase of a modern fire truck to improve the safety of the Krasne commune community.

The assumed project for the purchase of a fire truck is aimed at providing a suitable vehicle for a fire brigade unit that will be able to effectively respond to various types of emergency and rescue situations. The main objective of the operation is to adapt to climate change and prevent risks related to natural disasters and catastrophes by purchasing a specialised fully equipped fire engine and carrying out an efficient information and promotion campaign. This objective is in line with the specific objective for the FEM 2023-2027. This objective will be achieved through the following specific objectives: 1) Satisfying the needs of the TSO unit in Krasno in terms of carrying out more efficient and effective rescue operations by purchasing a fire engine with full equipment; 2) broadening the knowledge of the local community on the consequences of climate change, ways of counteracting and adapting, including the promotion of appropriate attitudes and behaviours, both reducing the human impact on the climate and appropriate at the time of the occurrence of natural catastrophic phenomena; 3) promoting the activities of the TSO and the Krasne Commune in the fight against natural disasters and the effects of climate change; 4) increasing the security of the local community by investing in the infrastructure of the TSO entity and engaging and activating the public in the activities of the TSO entity. As part of the project, an analysis of the needs of the fire brigade unit and available options on the market was carried out. On the basis of this information, a suitable car was selected that will meet the requirements of the unit and will be suitable for performing rescue tasks. Attention was paid to the specificity of the area and the climatic conditions in which the fire engine will operate, and on the basis of this information, appropriate equipment and accessories were also selected that will enable the effective operation of the TSO unit in Krasno. The next step was to establish the budget of the project and determine the need for management staff, as well as to set prices for all purchases based on detailed market research. It then sets out in detail the steps to be taken in the implementation of the operation in order to comply with any horizontal rules. A management team consisting of the Mayor and Treasurer of the Municipality as well as a coordinator with experience in the implementation of similar projects will be appointed for detailed activities in the project. In addition, a specialist will be recruited and employed on the basis of a civil law contract for the purpose of conducting a promotional campaign. The project will consist in the purchase in 2024 - 2025 of a medium rescue and firefighting car for the TSO unit in Krasno with full equipment. The purchase will take place on the basis of a tender based on the Public Procurement Law and in compliance with all anti-discrimination rules. The purchase of the car will be preceded by a wide promotion and information campaign in the form of training in Krasno for the local community (at least 20 people) in the field of climate change and water resources protection. This training will then be carried out in all educational establishments in the municipality. The training will be used to develop a multimedia presentation posted on the website of the municipal office as well as local social media. In addition, an article promoting TSO activities based on the purchased car will be published in the local press along with information promoting the project, its objectives, goals, achievements and impact on climate change mitigation and water resource protection. For promotional purposes, special information boards with the required logging will be installed on the TSO building and the municipal office. All activities in the project will be properly monitored with full documentation and requirements covered by the law. The TSO in Krasno belongs to the National Rescue and Firefighting System (KSR).
