Creation of a network of cycle paths around Lake Zegrzyńskiego with supplementary sections in the municipalities of: Nieporęt, Radzymin, Serock and Wieliszew

The project is developed in response to call FEMA.03.02-IP.01-016/24, covering the type of projects: Cycling and walking infrastructure. It concerns the construction of infrastructure necessary for the use of forms of individual active mobility, including walking and cycling: bicycle paths, bicycle racks, service points for bicycles. It will be implemented on the territory of 4 local government units from the territory of the Mazowieckie voivodship, the area of the RWS, which constitute a project partnership. In order to carry out the planned tasks, it will be necessary to conduct public procurement procedures, which will concern the design of bicycle paths, the implementation of construction works and investor supervision. The following problems and needs have been identified and described in the context of the region and the target group: KEY PROBLEM: Increase in the share of motorised transport in the transport system Specific problems: Deteriorating state of the environment Increase in the share of passenger cars in the transport system Persistently low level of road safety Extending travel time as a result of road congestion KEY NEED: Development of alternative modes of transport = Ensuring good environmental status and well-being of society Specific needs: Increasing the availability and continuity of the network of bicycle paths = the possibility of free exchange of the car for a bicycle Modern bicycle infrastructure = gaining a sense of security in bicycle traffic Separation of bicycle traffic = the possibility of accurate and repeatable estimation of the journey time Improving ambient air quality by promoting non-motorised individual transport within the RWS Improving the acoustic climate Reducing the number of passenger cars in the transport system Improving road safety Gaining predictability and mobility efficiency In line with the FEM 2021-2027, urban mobility actions will aim, inter alia, at reducing car traffic in favour of the non-motorised. Insufficient public transport and non-motorised traffic in the transport system results in air and noise pollution (in particular in the MOF), insufficient safety and excessive car traffic. The project is in line with FEM specific objective 2(viii) supporting sustainable multimodal urban mobility as part of the transition towards a zero-emission economy. As a result of its implementation, by 2027, 24.11 km of new bicycle roads with associated infrastructure of an integrated nature will be built on the territory of the RWS. This will contribute to reducing internal combustion traffic, increasing the share of non-motorised transport in the transport network of partner municipalities and the RWS. This will create the potential to ensure the environment and the health of the population, and will have a positive impact on road safety. This is crucial for heavily urbanized areas, where the greatest damage to atmospheric air is generated. The identified objectives of the project result from the analysis of problems and needs of social groups of the RWS, which was presented in detail in the Feasibility Study in chapter 3. DEFINITION OF THE PURPOSE OF THE PROJECT. The main objective results directly from the problems diagnosed in FEM, which will be alleviated by the implementation of the project. It is also consistent with the diagnoses presented in the ‘European Declaration on Cycling’, the ‘Strategy for the sustainable development of transport until 2030’, the ‘Strategy for Integrated Territorial Investments for the Warsaw metropolis 2021-2027+’, the ‘Standards for cycling infrastructure and the concept of cycling routes indicated for implementation in the Mazowieckie voivodship up to 2030’.
