The project will be implemented in the RMR area in the Ostrołęka district in the rural commune of Troszyn. The subject of the project is the extension of the district road No. 2559W with a total length of 4.878 km. Its scope includes the construction of a new section of road (Troszyn ring road) with a length of 1,555 km, connecting municipal road No 251108W with DP 2559W, completed construction of a roundabout and the extension of the existing section of the road from the roundabout to the intersection with municipal road No 251122W in Chrostów with a length of 3,323 km (project type: construction and reconstruction of district and municipal roads). The main assumptions of the project: - targeting the necessary connections to the TEN-T network; - reinforcement of road infrastructure to withstand a load capacity of 11.5 t per axle; - the introduction of green and blue infrastructure for better retention and purification of rainwater; - ensuring the safety of non-motorised road users; development of public transport. Project implementation phase: 1 Preliminary - Obtaining all ZRID decisions. 2 Buildings – tender for the selection of the contractor and the subsequent execution of works in accordance with the project schedule. 3 Supervising – supervising the correct execution of works in accordance with the provisions of the construction law and technical specifications. 4 Promotional – info.-prom. activities related to the project. The DP 2559W is insufficiently adapted to modern transport requirements. These include low load-bearing capacity, a lack of adequate footpaths for pedestrians and cyclists, inefficient drainage and lighting systems and limited possibilities for safe use of the road by all users, creating barriers to the socio-economic development of the region. Tackling transport exclusion in rural and peripheral areas (on the border of Mazowieckie Province) is a key element of the project, especially in the context of location in the rural municipality of Troszyn, included in the list of municipalities at risk of permanent marginalisation (strategic intervention area/OSI designated in the NSRF). The investment is included in the regional transport planning document (RPT Woj. Mazowiecki until 2030) and local (Local Development Plan of the Ostrołęka District), which means that the project's activities are crucial for the development of these areas. The main objective of the project is to improve the transport accessibility of the Ostrołęka district by expanding the district road No. 2559W Zamość-Gostery-province border (Głębocz) contributing to the improvement of the quality of road infrastructure and the cohesion of the local transport network with the TEN-T network, allowing for increased road safety, sustainable mobility and socio-economic development of the region. Specific objectives: - increasing the functional and technical parameters of district road No 2559W, - ensuring retention and purification of rainwater through the use of green and blue infrastructure and nature-based solutions, - increasing the level of solutions improving the safety of non-motorized traffic participants, - improving the adaptation of the road to perform daily public transport services, - supporting energy savings through the use of energy-efficient infrastructure elements. Measurable values for objectives reflect project output indicators. The project is part of the specific objective (ERDF/FS.CP3.II) of FEM 2021-2027, which aims to develop and improve sustainable, climate-resilient, intelligent and intermodal mobility at national, regional and local level, and contributes to its implementation by, inter alia: - improving access to the TEN-T network; - construction of walking and cycling paths, pavements, bus bays, etc., which is in line with the idea of sustainable transport; - support for local and regional mobility and the integration of its various forms and enabling users to easily switch between different modes of transport; improving the safety and quality of infrastructure.
