Reconstruction of municipal roads in the villages of Michalinek and Poczernin, municipality of Płońsk

The project entitled: Reconstruction of municipal roads in the villages of Michalinek and Poczernin, the municipality of Płońsk includes the following investment tasks: 1. Reconstruction of municipal road No 300736W in Michalinek, Płońsk 2. Reconstruction of the municipal road No 300733W in Poczernin, Płońsk The project will contribute to the achievement of the specific objective FEM 2021-2027, Priority IV European Funds for a better connected and accessible Mazovia, Measure 4.1. Regional and local transport: "Developing and enhancing sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T" by: reconstruction of two sections of municipal roads: No 300736W and No 300733W, which are direct links to the TEN-T network (expressway DK 7 ). The implementation of the project will raise the parameters of the planned road infrastructure in relation to the initial state, which means adjusting the roads to the load capacity of 11.5 tonnes/axle (115 KN/axle) (this information is included in the project documentation for the reconstruction of the municipal road No 300736W in the town of Michalinek and the reconstruction of the municipal road No 300733W in the town of Poczernin). The main objective of the project results directly from the problems diagnosed in the FEM 2021-2027, which the Applicant solves through the implementation of the project. The main objective of the project is to improve the safety of road users, increase freedom of movement on the road, reduce travel time and improve travel comfort, improve the attractiveness of adjacent areas encouraging potential investors, increase the economic development of the region, reduce noise in built-up areas, reduce fuel consumption and the amount of exhaust gases, rebuild a municipal road that meets strict environmental protection standards. The sub-objectives of the project are:  Reducing the operating costs of vehicles of all road users in the area (fuel costs, suspension repairs and post-accident repairs)  Reducing the negative impact on the environment by increasing traffic flow, i.e. reducing the amount of pollutants entering the atmosphere  Increase in the average speed of vehicles on existing sections of municipal roads for cars, vans and trucks.  Improving the ecological situation of the region, reducing road noise,  Gaining traffic flow,  Increasing travel comfort,  Improving social moods  Facilitating regional and supra-regional ties, The project is in line with the strategic document on transport planning at local level: i.e. the project is included in the document: Strategic Transport Plan for the Rural Area of the Płońsk Commune for 2024-2030 (Annex to Resolution No III/27/2024 of the Płońsk Commune Council of 28 June 2024 on the adoption of the Strategic Transport Plan for the Rural Area of the Płońsk Commune for 2024-2030) in point 11. Construction, reconstruction of municipal roads for the years 2024-2030. The project provides for nature-based solutions that will ensure the retention and purification of rainwater. Rainwater will be drained into roadside ditches, using the cleansing properties of the ground. Ditches as infiltration-grass surfaces have sufficient pollution abatement efficiency, so they can be used on their own and do not require cooperation with other purification devices. The assumptions adopted in the draft will allow achieving the indicators declared in the grant application at the planned level. The implementation of the project was also planned taking into account the social environment in which the project will be implemented and, above all, taking into account the needs of the project target groups.
