Purchase of 14 units of railway vehicles II

The material scope of the Project includes the purchase of 14 new, zero-emission EZT, which will be used for passenger transport of public utility, post-crash and repair package, training of employees, - eligible, promotional activities, preparation of documentation, VAT - ineligible. EZT will be used on all relations operated by KM covered by the existing public service contract - PSC (the contract is in accordance with the so-called fourth railway package). The project is applying for funding from the Operational Programme European Funds for Mazovia 2021-2027 Priority IV - European Funds for a better connected and accessible Mazovia, Measure 4.1 Regional and local transport, project type: Rolling stock – purchase or modernisation under call FEMA.04.01-IP.01-054/24, project title: Purchase of 14 units of railway vehicles II. Vehicles purchased under the project will be equipped with ERTMS/ETCS modules. The vehicles will be equipped with ERTMS Baseline 3 and GSM-R baseline 1, in line with the European Deployment Plan. In addition, all vehicles planned for purchase will be fully compliant with the TSI PRM, NOI, SRT, LOC&PAS, CCS, ENE and will be equipped with a regenerative and resistance brake that indicates their energy efficiency. The room will also be equipped with additional elements increasing the accessibility of railways for OzN and with reduced mobility. The MC will require the rolling stock manufacturer to equip the vehicles with the following additional elements: induction loops, additional markings on the door panels to facilitate the location of the opening button, additional Braille markings of the vehicle seat numbers. The project is included in the list of pre-verified ERDF projects selected for co-financing in a non-competitive way under the European Funds for Mazovia 2021-2027 programme. The project is part of the Company's investment program, which includes the purchase of a total of 75 EZT units. Koleje Mazowieckie is the only carrier that provides passenger transport services by regional and local trains in the Mazowieckie Province. The aim of the project is to renew passenger rolling stock, increase the comfort of travel, as well as shorten journey times in the most loaded transport routes connecting the Warsaw agglomeration with other areas of the Mazowieckie voivodship. The rolling stock planned to be purchased will operate regional connections in the Mazowieckie region after the fully upgraded TEN-T network. The rolling stock will be designed to operate connections at the level of the current timetable, thus guaranteeing high-quality daily transport of the inhabitants of the province. It will replace EN57AKM series vehicles that will be diverted to other lines to operate as required. The current fleet of EN57 series, despite numerous modernizations, is characterized by low travel comfort due to the problem of high floor in vehicles, the problem of noise and shocks and unstable driving. ‘Koleje Mazowieckie – KM’ sp. z o.o., on the basis of Framework Agreement No 4/KM/NI.IT.I/09 concluded with the Office of the Mazowieckie Province, provides a collective rail transport service in the Mazowieckie Province. The Agreement obliges the Company to conduct passenger rail transport from 01.01.2010 to 31.12.2031. However, it should be noted that the Company has been conducting passenger transport activities since 01.01.2005. The eligible expenditure of the project is: •purchase of 14 new EZT •crash and repair package •training of employees in the field of maintenance and maintenance of vehicles The ineligible expenditure of the project is: • information and promotion activities •VAT •project documentation In-kind implementation (eligible expenditure) planned for 2025-2027. A tender procedure (free of charge) was launched on 19.06.2023.
