The main objective of the project is the professional activation of 875(428k and 447m) unemployed people by the PLO in Radom, in particular those who are in a difficult situation on the labour market, i.e. young people, long-term unemployed, with disabilities, with education corresponding to ISCED level 3 and below, women and people over 50 years of age and migrants. The main objective will be achieved through the implementation of specific objectives Vocational activation of young people through the implementation of the Youth Guarantee and Activation of people aged 30 and over through the implementation of labour market services and instruments specified in the Act on Employment Promotion and Labour Market Institutions. Support under the project will be tailored to the needs of both participants and employers from the local labour market. The project will support 875 unemployed people (428K and 447M). All participants will be covered by job placements and/or career guidance and cost-effective forms of support. The main objective of the project will contribute to the specific objective FEM 2021-2027 4(a) improving access to employment and activation measures for all jobseekers, in particular young people, in particular by implementing the Youth Guarantee, the long-term unemployed and disadvantaged groups in the labour market, as well as for inactive people, and by promoting self-employment and the social economy. This draft is in line with the rules for the recruitment of projects of labour offices on a non-competitive basis in terms of: the type of beneficiary and the duration of the project. The project is in line with horizontal policies, national and Community legislation. The project targets 875(428k and 447m) unemployed people in vulnerable labour market situations, i.e. young people, long-term unemployed, people with disabilities, people with education corresponding to ISCED level 3 and below, women, people aged 50 and over and migrants. As part of the project, the following types of projects will be implemented: diagnosing the individual situation of project participants and assisting in active job search by carrying out job placement services or career guidance, including through Individual Action Plans; upskilling or reskilling of unemployed people and their better matching with labour market needs through vocational training; assistance in gaining professional experience through internships with employers and intervention work; supporting self-employment and job creation through business start-up grants; support for young people (the participation of young people in the project in relation to the other participants corresponds proportionally to at least the participation of people up to 30 years of age registered in PUP Radom as at 31.05.2023. The project will be settled on the basis of actual expenditure incurred. The project does not provide for indirect and cross-financing costs. The project does not provide for own contribution. In the case of intervention works and business start-up grants, support in the project will constitute de minimis aid in accordance with Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid (OJ 2013 L 352.1) and taking into account Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises.
