The main objective of the project is the professional activation of 634 (308k and 326m) unemployed people by the PLO in Radom, in particular those who are in a difficult situation on the labour market, i.e. young people, long-term unemployed, with disabilities, with education corresponding to ISCED level 3 and below, women and people over 50 years of age and migrants. (within the meaning of Article 87 of the Act on the promotion of employment and labour market institutions)The main objective will be achieved through the implementation of specific objectives Vocational activation of young people through the implementation of the Youth Guarantee and Activation of people aged 30 and over through the implementation of services and labour market instruments specified in the Act on the promotion of employment and labour market institutions. Support under the project will be tailored to the needs of both participants and employers from the local labour market. The project will support 634 unemployed people (308K and 326M). All participants will be covered by job placements and/or career guidance and cost-effective forms of support. The main objective of the project will contribute to the specific objective FEM 2021-2027 4(a) improving access to employment and activation measures for all jobseekers, in particular young people, in particular by implementing the Youth Guarantee, the long-term unemployed and disadvantaged groups in the labour market, as well as for inactive people, and by promoting self-employment and the social economy. This draft is in line with the rules for the recruitment of projects of labour offices on a non-competitive basis in terms of: the type of beneficiary and the duration of the project. The applicant shall represent the type of Beneficiary: The Public Service. The project is in line with horizontal policies, national and Community legislation. The project is addressed to 634(308k and 326m) unemployed people in a difficult situation on the labour market, i.e. people specified in the recruitment documentation. As at 31.01.2025, 16,053 people were registered in the PLO in Radom. (7433 K and 8620 M).Among the registered unemployed, the share of people belonging to groups requiring support under the project is as follows: 8.857 are long-term unemployed (55.17%); 923 persons with disabilities (5.75%); 4.309 people over 50 years of age (26.84%);13.047 are people with ISCED III and lower education (81.27%); 7.433 women (46.30%).The project will implement the following types of projects: diagnosing the individual situation of project participants and assisting in active job search by carrying out job placement services or career guidance, including through Individual Action Plans; upskilling or reskilling of unemployed people and their better matching with labour market needs through vocational training; assistance in gaining professional experience through internships with employers and intervention work; supporting self-employment and job creation through business start-up grants; support for young people (the participation of young people in the project in relation to other participants corresponds proportionally to the participation of people up to 30 years of age registered in PUP Radom as at 31.01.2025 and amounts to at least 21.45%. The project will be settled on the basis of actual expenditure incurred. The project does not provide for indirect and cross-financing costs. The project does not provide for own contribution. In the case of business start-up grants, support in the project will constitute de minimis aid in accordance with Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid (OJ L 352.1) and taking into account Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises.
