Mazovian CWD

The proposed advisory project was constructed on the basis of three premises: 1) a thorough diagnosis of the needs of each recipient: 6 MOFs, 2) the Applicant's extensive experience in providing advice for partnerships, gained especially during the implementation of the next editions of the largest advisory program for local government partnerships in PL, initiated by the MFiPR - Advisory Support Centre (CWD), as well as other programs implemented in 2014-2016 (described in more detail in item B.3.1) and 3) the rules of the competition along with the evaluation criteria. The aim of this advisory project is to strengthen the competences of local government units forming part of local government partnerships established in the areas of 6 Mazowieckie MOFs: Radom (WRA), Płocka (WPL), Ostrołęka (WOS), Siedlec (WSI), Ciechanów (WCI) and Żyrardów (WZY) to strategically manage their development. These local governments will receive comprehensive advisory support, based on the intervention logic described below, tailored to the specific needs of individual recipients. Consultancy within the framework of the support provided to each partnership will be carried out on the basis of 5 categories of activities: 1) animation of strengthening JST cooperation in OF; 2) strengthening strategic governance mechanisms; 3) support in the preparation of applications for co-financing of integrated projects included in territorial strategies, intended for financing under MSIT; 4) trainings and workshops for staff involved in the process of implementation of territorial strategies / supra-local development; 5) Exchange of experience between partnerships. Each of the 5 categories of advisory activities will be implemented using three types of tools: advisory service, training or workshop and networking meetings. Relevant types of tools and their specific scope, corresponding to the needs of the partnerships, have been selected for each category of advisory activity. The file attached to the application presents a matrix of intervention logic in the project describing all five categories of activities and using all three types of tools. For each partnership, each of the 5 categories of activities and each of the 3 types of tools will be used, but selected appropriately to the needs of the partnership identified in the survey. A detailed description of all categories of advisory activities and proposed tools is provided in sections B.6 and G.
