The project entitled "Purchase of equipment for the City Guard in Oświęcim in order to support activities related to compliance with environmental regulations and improvement of air quality in the city of Oświęcim" aims to strengthen the capacity of the City Guard in Oświęcim as part of its activities related to compliance with environmental regulations with priority for air protection. These measures implement the assumptions of the Air Protection Programme for the Małopolska Region and Resolution No XLVII/919/18 of the City Council of Oświęcim of 28 March 2018 on anti-smog measures of the City of Oświęcim limiting low emissions, which was created on the basis of the provisions of Resolution No XXXI/452/17 of the Małopolska Regional Assembly of 23 January 2017 on the introduction of restrictions and prohibitions in the area of the Małopolska Region regarding the operation of installations in which fuel is burned. As part of the project, the following activities are planned: 1. Purchase of an electric vehicle with equipment that meets the requirements of the Act of 11 January 2018 on electromobility and alternative fuels. The car will be adapted to the requirements of the regulation of the Minister of Transport and Maritime Economy of 27 April 2012 amending the regulation on the technical conditions of vehicles and the scope of their necessary equipment, which defines the obligatory elements of the municipal guard car. The vehicle will be used only for the purpose of conducting checks on compliance with environmental regulations, including air protection. 2. Ordering analyses of collected samples of materials and fuel in order to perform a specialized expert opinion on testing a sample of furnace waste. 3. Purchase of a high-quality moisture meter (1 piece) for wood, which will be used to quickly and non-invasively check the humidity of firewood during inspection activities. 4. Purchase of ice sensors (manual carbon monoxide meters), which will be the equipment of city guards performing control activities in home boiler rooms. Carbon monoxide sensors will be an element increasing the safety of both City Guard officers in Oświęcim during intervention activities and residents of controlled properties. 5. Participation of employees of the Municipal Guard in Oświęcim in training on procedures for the proper performance of inspections, sampling, proceedings in the event of irregularities, provisions on environmental protection. Two types of training are planned. 6. Printout of information and educational materials – leaflets, stickers, brochures or posters addressed to residents informing about the requirements of legal regulations and about the available possibilities of co-financing the replacement of boilers and thermomodernisation investments. Through leaflets, information brochures or posters distributed during the inspection, located in various parts of the city, the City Guard in Oświęcim will increase the awareness of the local community regarding the applicable legal standards in the field of environmental protection. The purchased electric vehicle, equipment and organized training will increase the efficiency of the work of the City Guard officers in Oświęcim, contribute to the increase in the number of inspections carried out and improve the quality of activities carried out. The activities under the project will contribute to the implementation of the assumptions of the Auschwitz anti-smog resolution developed on the basis of the Air Protection Programme for the Malopolska Region. The project will have a positive impact on the actions implemented by the local government aimed at improving the air quality in the city. The positive effects of the implementation of the assumed activities will be of benefit to all residents of the city of Oświęcim.
