Implementation of the Air Protection Program in the Commune of Słomniki

The aim of the project is to implement the assumptions of the Air Protection Program for the Małopolska Voivodeship by creating a service point for residents and employing an Eco-manager. The project will employ a full-time Eco-manager for 36 months, local information and educational campaigns in the field of climate protection, improvement of air quality and implementation of anti-smog resolutions dedicated to each social group. Each year, a minimum of 4 information and education campaigns and/or events will be organized on the subject of air protection, climate in the municipality, support programmes available for the elimination of low emissions, the use of renewable energy sources, etc. A minimum of 2 meetings with multiplier groups will be organised each year (e.g.: teachers, circles of country housewives, sołtys, councillors) operating in the Commune of Słomniki. The tasks of the Eco-manager will include conducting advisory and information and educational activities in the field of RES, energy efficiency, heating sources, available co-financing programs, anti-smog resolution, advice or assistance for residents in completing applications for co-financing and settling them. These actions will be further developed by: coordinating the implementation of the adopted air quality strategy (Air Quality Plan for the Malopolska Region) in order to ensure the sustainability and efficiency of the activities carried out; conducting information and education activities at the local level, activating opinion-forming circles and direct communication to residents; providing assistance to people affected by energy poverty in obtaining subsidies for investments in energy efficiency improvement and through energy saving education; raising external funds for air protection; mobilising residents to use available financial instruments to replace inefficient heating boilers or to carry out thermal modernisation of the building; direct advisory assistance to residents in the field of replacement of the c.o. and c.w.u. source and energy modernisation of the building; updating the CEEB on the basis of data provided by building owners and managers. In addition, the eco-manager will promote information and education activities related to water saving, the use of rainwater. The main goal of the information and education campaign will be to make local communities aware of the degree of environmental pollution, to make the local community aware of the health risks associated with poor air quality, and to make residents aware of the benefits of replacing inefficient coal boilers. As part of the task, a residents' service point will be run, which will be open at least 96 hours a month, 1 day a week for at least 8 clock hours. The point will meet the provisions of the Act on ensuring accessibility for people with special needs (set out in the Guidelines for the implementation of equality principles under EU funds for 2021-2027, in particular in Annex No. 2, Accessibility standards for cohesion policy 2021-2027), it will meet the requirements of OSH regulations, it will have space enabling proper performance of services and a place to display information and promotional materials. The point will be located in the seat (building) of the municipality at ul. Tadeusz Kościuszko 64, 32-090 Słomniki, on the ground floor. As part of the project, it is planned to adapt the room to the residents' service point in the municipality and cover the costs of equipment, i.e. furniture (purchase of a chair for customers, an armchair for an employee, a desk, advertising stands, roll-up, purchase of computer equipment (consisting of a computer or laptop equipped with software enabling the correct implementation of tasks, a monitor, keyboard and mouse with Internet access and a multifunctional device, i.e. a printer / scanner / photocopy), a large cabinet for documentation and a telephone camera).
