The aim of the project is to implement the assumptions of the Air Protection Program for the Małopolska Voivodeship by creating a service point for residents and employing an Eco-manager. The project will employ 1 full-time Eco-manager for 35 months and 30 days, local information and educational campaigns in the field of climate protection, improvement of air quality and implementation of anti-smog resolutions dedicated to various social groups. Each year, a minimum of 4 information and education campaigns and/or events will be organized on the subject of air protection, climate in the municipality, support programmes available for the elimination of low emissions, the use of renewable energy sources, etc. Each year, a minimum of 2 meetings will be organised with opinion-forming groups, e.g.: local non-governmental organisations (NGOs), rural housewives' associations, Local Action Groups (LAGs), commune councils, Sołecki councils, etc.) operating in the Chełmiec Commune. The tasks of the Eco-manager will include conducting advisory and information and educational activities in the field of RES, energy efficiency, heating sources, available co-financing programs, anti-smog resolution, advice or assistance for residents in completing applications for co-financing and settling them. These actions will be further developed by: coordinating the implementation of the adopted air quality strategy (Air Quality Plan for the Malopolska Region) in order to ensure the sustainability and efficiency of the activities carried out; conducting information and education activities at the local level, activating opinion-forming circles and direct communication to residents; raising external funds for air protection; mobilising residents to use available financial instruments to replace inefficient heating boilers or to carry out thermal modernisation of the building; direct advisory assistance to residents in the field of replacement of the c.o. and c.w.u. source and energy modernisation of the building; updating the CEEB on the basis of data provided by building owners and managers. If necessary, the Eco-manager will also carry out other tasks, i.e.: conducting information and education activities in the field of combating climate change, adapting to it and mitigating its effects; promoting activities related to water saving, the use of rainwater. As part of the task, there will be a residents' service point for the implementation of Air Quality Plans in the Chełmiec Commune, which will be open at least 96 hours a month, 1 day a week for at least 8 clock hours. The point will meet the provisions of the Act on ensuring accessibility for people with special needs, will have space enabling proper performance of services and a place to display information and promotional materials. The point will be located in the seat (building) of the municipality at ul. Papal 2, 33-395 Chełmiec. In addition, as part of the project, it is also planned to adapt the room to the residents' service point in the municipality and cover the costs of equipment, i.e. furniture, the purchase of computer equipment. As part of the project, it is planned to purchase computer equipment equipped with software enabling the correct implementation of tasks with constant access to the Internet, a camera, an office chair, chairs for petitioners, a stand for displaying information and promotional materials, a roll-up, a projector with a screen and accessories enabling the presentation of materials to residents and a guarantee for the durability of the project, furniture. Equipment will also be purchased to support educational activities, i.e. an air quality meter with a display board.
