Safe Małopolska - Rescue voucher - Fire Brigade

The main objective of the Project is to strengthen the technical capacity of the Voluntary Fire Brigade units in Małopolska and to increase their ability to react in emergency situations, in terms of preventing and managing climate-related risks: floods and landslides, storms and droughts, as well as disasters, accidents or accidents caused by them. It is worth emphasizing that in the Małopolskie voivodship there are about 1270 TSO units, and in the current ranking of socially respected professions, firefighters occupy the leading position with the result of 84% of respondents. The capacity of the services will be strengthened by supplementing the existing equipment with rescue and firefighting vehicles of TSO units from the Małopolska region belonging to the National Rescue and Firefighting System (KSRG) and TSOs which, during the implementation or durability of the Project, will fulfil the criteria enabling inclusion in the KSRG. The Applicant and Lead Partner of the project is the Małopolskie Province (WM), which performs the tasks of a voivodship nature specified in Article 14(1) of the Act of 5 June 1998 on voivodship self-government (Journal of Laws No. Journal of Laws 2024, item 566), including in the area of public safety. The competition selected Project Partners – 54 municipalities on the basic list and 43 municipalities on the reserve list. After the announcement of the results of the competition, 6 Municipalities resigned from further participation in the Project, i.e. from the reserve list. As part of the announced tender for the supply of medium rescue and firefighting cars, savings have been demonstrated, which allows the purchase of an additional 9 vehicles. Ultimately, the number of Partners includes 63 municipalities. Municipalities (Project Partners) in order to carry out tasks resulting from the provisions of Article 7(14) of the Act on municipal self-government, in particular regarding public order and public safety as well as fire and flood protection (...) on the basis of a loan agreement will make purchased vehicles available to TSO units submitted in the competition. The project includes the cost of purchasing 63 medium-sized rescue and firefighting cars, which will be used to perform statutory activities of TSO units, i.e. to conduct rescue operations and remove the effects of disasters. The tender procedure for the supply of medium-sized rescue and firefighting cars on behalf of the Partners was conducted by the Lead Partner of the project (i.e. WM) is also known as the Project Leader. The cars will be equipped with a two-system mobile radio with a GPS module, a dual-band fire pump, a GPS device and a mobile terminal with a docking station. According to the partnership agreement, the municipalities will provide specialized equipment for the car, necessary to carry out rescue operations. Rescue and firefighting vehicles in accordance with applicable law will meet safety, environmental and technical requirements. Timetable for the implementation of the Project: 1. Conclusion of the Contract with Vehicle Contractors (Q4 2024) 3. The aim of the project is to support 42 TSO units belonging to the CRSG and to support 21 TSO units from the Małopolskie Voivodship in fulfilling the requirements enabling the inclusion of TSO units in the CRSG. As part of the KSRG, fire protection units, services, institutions and entities join forces in rescue operations, providing comprehensive support in emergency situations. The main objective of the CRSG is to ensure the protection of life, health, property or the environment, as part of the activities undertaken by rescue entities, including TSOs.
