The project concerns point investments improving road safety, including increasing pedestrian safety in Nowy Sącz. The scope of the project includes the modernization of 9 pedestrian crossings along the district road No. 1603 (al. Freedom and Al. Batory) , by retrofitting them with active marking D-6 (18 pieces), thick-layer marking of the roadway (18 sets), integration cube (36 sets), lighting of passages with dedicated lighting (36 pieces). The investment concerns a section of a district road on which 6 road accidents took place in the last two calendar years (2022 and 2023), 44 road collisions in which 7 people were injured. Data obtained from the City Police Headquarters in Nowy Sącz - Road Traffic Department. The problem identified by the applicant is the increasing traffic in the City of Nowy Sącz, especially in the city centre, and the high number of road accidents and collisions involving pedestrians in recent years. The district road undergoing modernisation is the main transport axis of the city. Within it, many public buildings and two interchanges were located: Małopolski Dworzec Autobusowy SA (MDA) is the largest interchange in terms of the number of check-in and the number of departure stations in the city. The MDA has 15 positions, including: 13 departures, 2 arrivals, 3 withdrawals. Within the impact of the investment there are educational facilities (Academy of Applied Sciences and schools), commercial, service, cultural center, provincial library, parking lot, bank, insurer's headquarters, cemetery. All these objects contribute to the generation of traffic. Public and suburban transport stops are located at al. Freedom and Al. Batorego is served by 10 city bus lines, 15 suburban and one overnight. Within the investment there are 9 pedestrian crossings without traffic lights. The second interchange is the MPK station located on the wasp. Station station at the intersection of streets: Kolejowa (district one-way road class Z) from al. It's Batory's. The project results from the current planning document in the area of transport prepared at the level of the district government, i.e. the Sustainable Urban Mobility Plan for Nowy Sącz, adopted by Resolution No LXV/808/2022 of the Nowy Sącz City Council of 28 June 2022, as at the date of submission of the application for co-financing. This means that: the scope and objectives of the project are directly linked to this document, i.e. they pursue strategic objective 5 - Enhancing road safety. The main objective of the Plan is to present the directions for the development of the transport system and proposals for actions throughout the city area in the perspective of 2035. The actions are to lead to increased safety in road traffic (pedestrians, cyclists, drivers and car passengers) and in public transport vehicles. The action is consistent with the following actions that have been included in the SUMP: Increase safety in the vicinity of schools and conduct an audit of road markings and pedestrian crossings with the implementation of recommendations. The project is transnational in nature, as it plans to build on good practice in projects on pedestrian safety solutions. The exchange of experience will be carried out through a study visit of city office employees from the partner city of Stara Lubovla (Slovakia) in Nowy Sącz, during which both parties will get acquainted with the solutions used in this regard in both cities. The project is located in the city of Nowy Sącz - a city threatened with marginalization - according to the list of medium-sized cities losing their socio-economic functions and marginalized municipalities, which is an annex to the competition.
