Purchase of Electric Traction Units for the provision of rail transport services - FEM

The Applicant for the Project is the Małopolskie Province (WM), which is the Organiser of public transport in the Małopolskie Province, in accordance with the provisions of the Act of 16 December 2010 on public transport (Journal of Laws No. Journal of Laws 2023, item 2778) and Regulation (EC) No 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services by rail and by road and repealing Council Regulations (EEC) No 1191/69 and (EEC) No 1107/70. The subject of the project is the purchase of 6 multiple electric multiple units (hereinafter referred to as "ETUs") together with a five-year maintenance service, warranty and software and technical documentation licence. The delivery will be carried out as part of a wider scope of the contract, i.e. a framework contract for the supply of up to 25 vehicles (including a five-year maintenance service, a warranty and a license for software and technical documentation) and a package of spare parts, concluded with a single contractor in an open tender procedure pursuant to Article 132 in conjunction with Article 311 para. 1(1) of the Public Procurement Law Act of 11 September 2019 (Journal of Laws 2019, item Journal of Laws 2023, item 1605 as amended). The fleet purchased will be zero-emission and equipped with Europ devices. Syst. Zarz. Railway Traffic Management System (ERTMS). The eligible costs, including in particular technical assistance (which will not be longer than the project durability period specified in the SOP), do not include expenditure on activities carried out during the exploitation phase of the investment, including so-called operating expenditure, e.g. on spare parts, products subject to rapid wear and tear, ongoing infrastructure maintenance. Vehicles will be adapted to the needs of people with reduced mobility, people with disabilities, elderly passengers, families with children, as well as tourists and cyclists by providing a driveway ramp, stepless, illuminated intersections, toilets for disabled with a baby changing table, induction loop, messages and information displayed and delivered in English, a place for large luggage and bicycle racks. Timetable of the project: 1. Settlement of the tender for the supply of EZT and conclusion of the Framework Agreement with the contractor Q3 2014 2024 2. Conclusion of an Implementing Agreement for the delivery of 6pcs. EZT – Q3-4 2024 3. Collection of Electric Traction Units – 36 months from the date of conclusion of the Executive Contract, i.e. until the end of Q3-4 2027. The main objective of this project is to enhance the role of regional passenger transport as an alternative to individual transport in cities and peri-urban areas, through the following specific objectives: making greater use of more efficient public transport; reducing the use of passenger cars; better integration of transport modes; lower emissions of air pollutants, noise; lower congestion; improving road safety. It should be added that the project is part of investments carried out by WM aimed at improving the technical condition and functionality of railway infrastructure in Małopolska, especially in the direction of organising public transport in the Kraków agglomeration (Fast Agglomeration Railway) based on rail-rail transport and its integration with other transport subsystems, including through the ‘Metropolitan Ticket’ and the ‘Małopolska Integrated Ticket’, thanks to which the inhabitants of the region can travel on one ticket by bus, tram and train.
