The aim of the project is to develop the national innovation ecosystem and improve ways of supporting the development of innovation in Poland with the participation of public funds. In accordance with the Productivity Strategy adopted in 2022, the biggest development challenge for the coming years is to increase the productivity of Polish enterprises, which is to take place primarily thanks to the use of modern technologies, currently based mainly on digital solutions. Increasing the innovativeness of the Polish economy is to contribute to this goal. Poland has an active innovation policy. Despite visible improvements in a number of areas (e.g. ever-increasing R&D expenditure), efforts are still needed to improve the transfer of knowledge to the economy and stimulate businesses to innovate. Changing socio-economic conditions and rapid changes in, among others, digitalisation, automation of manufacturing processes or the transition towards green solutions and reduction of the environmental footprint require non-standard actions by public administrations to respond to emerging challenges. The Inno_LAB project is a tool for finding and testing innovation policy solutions to existing challenges. The project will be implemented on the basis of experience gained as a result of the implementation of a similar project under the OP Smart Growth (2014-2020). The substantive basis of the activities will be in-depth analyses and research carried out as part of the project, reports of international organizations dealing with innovation (e.g. EC, OECD, World Bank), data on economic innovation contained in national and international databases (e.g. CSO data, European Innovation Scoreboard, World Innovation Scoreboard) and national and EU strategy papers (e.g. Productivity Strategy, European Agenda for Innovation). Designing the right tools to support the development of innovation, tailored to national circumstances, is key to making the national innovation ecosystem more effective. As part of the project, new instruments to support the innovativeness of the Polish economy are primarily being developed and tested. The launch of appropriate instruments should be preceded by an analysis of the needs of enterprises and other entities operating on the Polish market, undertaking innovative activities, and precisely respond to emerging problems. The condition for the success of public intervention is to base the actions undertaken on data and analyses concerning the situation of enterprises, barriers in undertaking innovative activities by Polish enterprises, barriers regarding technology transfer or cooperation between science and business. Co-financing under the non-competitive project will cover pilot projects aimed at testing new forms of support and aimed at increasing the knowledge and propensity of enterprises to undertake R&D&I activities.
