FENG technical assistance to NCBR for 2024

The aim of the project is to ensure the effective implementation of FENG by the NCBR, which acts as the FENG Intermediate Body for the Priorities: 1. Support for Entrepreneurs, 2. An environment conducive to innovation and 3. Greening businesses by ensuring: 1. support the potential of beneficiaries and potential beneficiaries to apply for funding and implement FENG projects; 2. support for the implementation of the Programme, including: call for projects, monitoring system, evaluation, control, certification, through: a) ensuring adequate administrative capacity to implement activities related to FENG, b) ensuring the equipment of workstations and adequate office space through the purchase of, inter alia, software, office equipment and office and consumables, covering rental costs, c) financing evaluation studies, d) financing, inter alia, analyses, expert opinions, expert assessments, advice, e) financing the costs of the project selection process, in particular financing the costs of expert services, f) financing, inter alia, training, workshops, conferences, meetings, translation costs, archiving, the purchase of publications, g) financing the costs of the control process, including, inter alia, the costs of supporting the Institutions of the implementation system by external contractors, delegation costs, h) financing activities ensuring the effective implementation of horizontal principles, inter alia, equality, non-discrimination and accessibility by, inter alia, experts evaluating applications, applicants and beneficiaries (including expert support, training and conferences, information material), and) financing the closing operations of the OP Smart Growth. 3. support the functioning of an effective FENG information and promotion system, in particular: a) informing and encouraging the use of FENG funds, b) supporting beneficiaries in the implementation of projects through training, webinars and other educational activities. The above tasks will be carried out at a high level by ensuring adequate staffing capacity, guaranteeing effective performance of the tasks imposed in the field of recruitment, project evaluation, implementation, monitoring, evaluation, control, information and publicity. Detailed descriptions of the tasks that will be carried out by the NCBR as part of the project are described in part III. D of the proposal. The activities planned under the tasks are justified, contribute effectively to the achievement of the objectives of the FENG programme, improve the administrative capacity of the Centre and are feasible during the lifetime of the project.
