The main objective of the project is to support the actions set by the European Green Deal (EGD), aimed at achieving climate neutrality by 2050. The main objective of the project is in line with the vision of a greener, low-carbon and transitioning towards a zero-carbon economy and a resilient Europe by promoting clean and fair energy transition, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable mobility. The most important areas for support are: the residential sector, the energy sector (with a particular focus on the decarbonisation of district heating), transport, agriculture, the municipal and residential sector, waste management and industrial emissions outside the ETS. Achieving the Project's goal is also combined with actions to improve air quality, increase the availability of clean energy produced from renewable energy sources and actions to adapt to climate change. The project will primarily serve to increase the energy efficiency of the economy through actions focusing on the implementation of the low-carbon economy strategy covering such issues as: tackling climate change, energy supply and consumption, decarbonising the economy, transitioning to a low-carbon and circular economy and promoting low-carbon transport. The project will be implemented by the National Fund for Environmental Protection and Water Management – Lead Partner, together with sixteen Partners throughout the country, i.e. provincial funds for environmental protection and water management. As part of the Project, there will be 102 (jobs/persons) Climate and Energy Advisors at the Partners. The number of individual teams depends, among others, on the size of a given voivodship. In addition, the structures of the Lead Partner provide for the creation of a Project Implementation Unit, responsible for the management and supervision of the implementation of the Project, which will consist of 15 posts/persons. The activities of the Climate and Energy Advisors will consist, among others, in supporting the recipients of the Project by: • consultations and advice on sources of financing investments in the field of EE and RES, adaptation to climate change and substantive support, • educational activities • information and promotional activities • training of municipal employees The project will include activities aimed at increasing public awareness of the low-carbon economy, including energy efficiency and RES development, adaptation to climate change and efficient use of resources, as well as training, advice and education and information activities, which undoubtedly indicates a high degree of consistency with the priorities of the SUE RMB. A wide range of advisory and educational activities, which will be implemented by the Project Advisors, will help to obtain financing for projects that will contribute to the implementation of cross-sectoral objectives, while taking into account environmental, economic and social issues. Thanks to this, in the context of the scope of activities, the Energy Advisory Project is complementary to the objectives of the European Union Strategy for the Baltic Sea Region and can affect the achievement of objectives from several priority areas, such as energy, transport or adaptation to climate change. Activities undertaken as part of the Project will strengthen the cooperation of advisers from local government units (conferences, trainings, workshops, individual consultations for municipal employees, trainings for candidates for municipal energy, etc.). The project does not result from the provisions of the territorial strategy (ITI or IIT), supra-local development strategy, strategic and/or planning documents created as part of the cooperation of local governments, nor is it complementary to them.
