The project aims to support the improvement of energy efficiency of multi-family residential buildings, through, inter alia, the warming of the facility, the use of heat recovery technology, connection to the district heating network or in a limited gas scope, installation of new low-emission or renewable heat sources or electricity for own use, including home energy storage and heat pumps, replacement of lighting with more energy-efficient ones, devices enabling individual settlement of the costs of delivered heat or cold equipped with remote reading functions and the use of energy management systems in the building (BMS), as well as the modernisation of ventilation and air-conditioning systems. In terms of improving the energy efficiency of buildings, the minimum threshold for required primary energy savings, taking into account the scope of the project, is 30% (except for monuments). The scope of activities in relation to buildings, technical equipment or technological installations and processes must result from energy audits. For comprehensive projects, non-energy audit elements may also be supported if they pursue broader objectives of the European Green Deal, including the Renovation Wave strategy, such as increasing green space (green roofs, walls), developing electro-mobility, circular economy solutions, accessibility infrastructure, installation of energy storage and digitisation equipment for the building. Support for elements going beyond the energy audit will be possible up to 15% of the eligible costs of the project. Support for final recipients will be implemented in the form of a financial instrument (loans combined with grants in one operation). The amount of the grant component will depend on the level of energy savings achieved as a result of the implementation of projects, as well as on the legal form of the final recipients of support (a higher grant component for State Treasury buildings, even up to the maximum possible level). The activities that will be undertaken by the National Fund for Environmental Protection and Water Management (NFOŚiGW) in the field of raising environmental awareness of the society will primarily concern trainings, conferences, seminars in which representatives of the NFOŚiGW participate as invited guests. NFOŚiGW as an institution supporting broadly understood environmental protection in Poland, several times a year is invited by public institutions, broadly understood business or NGOs to give lectures on the offered support. It is a direct contact with people interested and looking for various forms of support for projects. In addition, representatives of the National Fund for Environmental Protection and Water Management are invited to the media where they also present and describe the forms of support offered, which means that education takes place in a much wider scope. In addition, all activities are posted on social media NFOŚiGW. The National Fund for Environmental Protection and Water Management (NFOŚiGW), as the body implementing the Fund, will provide support to the final recipients selected in the call/selections in the form of the Fund described above. The specific conditions for co-financing are set out in the Investment Strategy on the basis of the ‘Updating the ex-ante evaluation of financial instruments for the European Funds for Infrastructure, Climate, Environment 2021-2027 programme in the areas of energy efficiency and renewable energy sources’.
