The grant project, implemented in accordance with Article 41 of the Implementation Act of 28 April 2022, is a continuation of the Clean Air Priority Programme (hereinafter: PPCP), run by the WFOŚiGW in Toruń in the Kujawsko-Pomorskie Voivodeship. The PPCP aims to improve air quality and reduce greenhouse gas emissions by replacing inefficient heat sources with solid fuel and improving the energy efficiency of single-family residential buildings (hereinafter: bmj). The grantees are physical persons - owners/co-owners of bmj or a dwelling separated in this building with a separate land and mortgage register. Projects carried out under the PPCP may concern the exchange of heat sources, including heating systems powered by natural gas. However, projects combining the exchange of heat sources with other thermomodernization activities are preferred. The project includes solutions for improving energy efficiency (EE) and RES. The investment scope includes projects implemented by grantees. The non-investment scope includes: -direct costs: information, promotion and education activities, -indirect costs: expenditure on the management and operation of PPCP incurred by the WFOŚiGW in the Kujawsko-Pomorskie Voivodship. The project will be implemented in the Kujawsko-Pomorskie voivodship, including the OSI indicated in the NSRF 2030: medium-sized cities losing their social functions. and areas at risk of permanent marginalisation. As a result of the project, a minimum threshold of primary energy savings will be achieved. 30% at the level of the project and the entire PPCP. Energy audits are eligible but not mandatory – a simplified tool for calculating energy savings will be used. The project fits directly into the objectives of FEnIKS in the area of PRIORITY. And, Goal ps. 2.1. Improving energy efficiency, including at home, is an essential measure within the above-mentioned objective and will reduce energy demand and, consequently, greenhouse gas emissions. The programme is a key project of the Renovation Wave strategy, i.e. the Europ initiative. The Green Deal. The project fits directly into the type of project indicated in the SOP and the Recruitment Regulations, i.e. Improvement of energy efficiency in residential buildings (including RES installation) – contribution to the Clean Air Programme (Measure FENX.01.01) and type of beneficiaries – wfośigw. The scope of intervention includes code 041 and code 056. The indicators indicated in point C correspond to specific codes, taking into account their definition and the specificity of the project. The implementation of the investment project is in line with the objectives and objectives of the EU Strategy for the Baltic Sea Region. The implemented projects will contribute to the achievement of indicators for the ENERGY thematic area, covering EE and RES activities and will have an impact on the achievement of the specific objective: climate change adaptation, prevention and risk management. The project is in line with the New European Bauhaus values: beauty, sustainability and community, and will contribute to the achievement of objectives through the implementation of projects changing the construction sector in order to improve the quality of life towards sustainable development and decarbonisation. The project is not complementary to the supra-local development strategy, strategic and/or planning documents created as part of the cooperation of local governments. The PPCP cooperates with the World Bank – analytical support in shaping the PPCP and the implementation conditions. The project assumes cooperation, including the exchange of knowledge and experience and consultations with partners from other Member States, thanks to cooperation with WB experts from, among others, Lithuania and the Czech Republic, and is complementary to projects implemented outside Poland in the EU in the field of improving energy efficiency and supporting the poorest.
