The project concerns 27 buildings belonging to the State Archives (hereinafter: AP) from all over the country - 24 locations: 1. Main Archives of Historical Records in Warsaw, 2. Archive of New Files in Warsaw, 3. State Archives in Czestochowa, 4. AP in Kalisz, 5. PA in Katowice (4 buildings) , 6. AP in Kielce, 7. AP in Leszno, 8. AP on the boat, 9. AP in Olsztyn, 10.-11. AP in Opole (two locations), 12. AP in Przemyśl, 13. AP in Siedlce, 14. AP in Toruń, 15. AP in Wrocław, 16. AP in Wrocław - Branch in Jelenia Góra, 17. AP in Wrocław - Branch in Legnica, 18. AP in Poznań - Branch in Piła, 19. AP in Warsaw - Branch in Otwock, 20. AP in Warsaw - Branch in Grodzisk Mazowiecki, 21. AP in Gdańsk - Gdynia Branch, 22. AP in Koszalin - Branch in Słupsk, 23. AP in Szczecin, 24. AP in Płock. The project, which aims to improve the energy efficiency of public buildings, is the next stage of a comprehensive, strategic investment implemented since 2021 by the Ministry of Culture and National Heritage - the beneficiary - with the participation of a project partner authorised to incur eligible expenditure (Directorate-General of State Archives). The first stage (preparatory project) was implemented on the basis of the Grant Agreement No POIS.01.03.01-00-0001/21 of 05.07.2021 under measure 1.3.1 of the Operational Programme Infrastructure and Environment 2014-2020. The material implementation of the project ended on 31.12.2023. On 28 May 2024, the final payment request was approved. The second stage of the investment covered by this WoD consists in a deep energy modernisation of public buildings. It is fully in line with the objectives of cohesion policy for 2021-2027 (PO2 "A more environmentally friendly low-carbon Europe" of the Partnership Agreement for the implementation of cohesion policy 2021-2027 in Poland), as well as Poland's Energy Policy until 2040 (PEP2040). The importance of thermal modernization of the buildings of the state archives is an important element of activities, the implementation of which is to lead, among others, to the reduction of the so-called. ‘low emissions’, a decrease in greenhouse gas emissions, a reduction in primary energy consumption, savings on electricity and heat, renewable energy generation capacity. On the other hand, the implementation of the project will contribute to ensuring appropriate and safe conditions for the perpetual storage and making available of archival resources, the accumulated heritage of Poland, created throughout history, but also the testimonies of present times (modern documentation) successively taken over by the state archives. Archives are a very important part of public administration, necessary to meet the needs of administration, science, culture, economy, judiciary, and others, and above all - citizens. In Poland, state archives are active in the field of state archives, are part of the network of state archives and are subject to the Supreme Director of State Archives, supervised by the Minister of Culture and National Heritage. They operate in the form of state budget units and are included in the public finance sector. The condition of some of the properties used to carry out the archives' tasks is very unsatisfactory. The readiness and scope of the project are confirmed and described in the annexes to the WoD. The construction of the project also took into account the specificity of buildings in which archives operate (often historic) and the applicable standards for the protection and storage of archive collections, which translated into the scope and costs of the investment. In the preparation of the project, advisory support from the JASPERS initiative was used, which was possible for a project selected in a non-competitive mode on the basis of paragraph. 155 "System for evaluation and selection of projects under the FEnIKS 2021-2027 programme".
