Revitalization of the Silnica Valley - comprehensive land development along with the development of blue-green infrastructure in the city of Kielce

The subject of the project is comprehensive land development along with the development of blue-green infrastructure. The project includes a change in the development of the Silnica Valley Park, established by Resolution No L/973/2021 of the Kielce City Council of 17 December 2021. 22.07.2021r., in the area between ul. Ashes and al. IX century Kielce in order to improve the function related to the retention of rainwater, strengthening of natural and ecological values. The project aims to increase retention and slow down rainwater runoff from higher water catchment areas, purify rainwater in retention sites thanks to appropriate vegetation, as well as slow down the flow of water in the Silnica River in the event of increased rainfall. The total area covered by the project is 46 395 m2. The project will include, among others, the construction of dry reservoirs for rainwater collection, the restoration of the ecological function on the Silnica floodplain terrace, the restoration of grassy quays, the preservation of green meadow areas, the introduction of plant species with water purification capabilities (in the coastal and water zone); construction of platforms and wooden terraces on the eastern side of the river, playground, places to relax, installation of terrain with elements of small architecture, execution of educational paths. Dry trees will be removed, new plantings made and care for existing trees and shrubs. The project aims to adapt to climate change and prevent climate-related risks. In addition, the project will contribute to the following specific objectives: increasing the capacity of small retention facilities; the creation of green infrastructure built or upgraded to adapt to climate change; the quantitative and qualitative development of green-blue infrastructure. The project includes the following tasks: Documentation, Construction works, Information and promotion activities, Educational activities, Indirect costs. The project is on the List of projects complementary to the Development Strategy of the Kielce Functional Area 2030+. It is one of the elements of the adaptation of the City of Kielce to climate change, as set out in the ‘Climate Change Adaptation Plan of the City of Kielce to 2030’ adopted by Resolution XX/351/2019 of the Kielce City Council of 17 October 2019. The development of blue-green infrastructure, by increasing green areas with a high capacity to mitigate heat and reduce the effects of urban heat island in urban areas, increasing the retention capacity of green areas, sealing impermeable surfaces, will have an impact on water management and the biodiversity sector. The Silnica Valley, as a green "lung" of the city, has an impact on improving air quality in the city, public health. The result of the project will be, among others: increasing the number of green areas, improving the quality of existing green areas, increasing the biologically active area, retaining rainwater bodies at the rainfall site, slowing down or limiting rainwater run-off into the rainwater drainage system, reducing the risk of flooding, protecting water resources, creating new recreational zones, improving the health and comfort of city residents, including mitigating the effects of climate change (heat, heavy rains). The implementation of the investment responds to the needs of residents reported in the public consultation conducted in autumn 2021. They served as a guideline for the development of, among others, the European Maritime Safety Agency (EMSA) and the European Maritime Safety Agency (EMSA). PFU and Land Development Concepts. The actions designed respond to the real needs of children, adolescents and adults. Information and promotion activities in the project will be carried out in accordance with Articles 47 and 50 of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2022 and the Guidelines on information and promotion of the European Funds for the years 2021-2027.
