Expansion of the storm water management system – Stage III

The project entitled ‘Expansion of the storm water management system – Stage III’ is located in the City of Olsztyn, the capital of the Warmian-Masurian Voivodeship, which lies in the macro-region of the Masurian Lake District on the Łyna and Wadąg rivers. It is planned to carry out tasks related to rain management, including the construction and reconstruction of the sewage network and the construction of rainwater management equipment (retention tanks). In addition, infrastructure is provided for the provision of green and green-blue and blue infrastructure (including paths, terraces, footbridges, platforms, gazebos, benches, baskets, lighting, etc.), the cost of which does not exceed 15% of the eligible costs. The aim of the project is to support climate change adaptation and disaster risk prevention, as well as resilience, taking into account an ecosystem-based approach, by building and reconstructing rainwater drainage networks and facilities to protect the city from adverse weather impacts. The project consists of 8 infrastructure tasks: 1. Reconstruction and expansion of the rainwater drainage network of the catchment area at ul. Upper in Olsztyn 2. Reconstruction and expansion of the rainwater sewerage network in ul. Nowowiejski 3. Reconstruction of rainwater sewerage in the area of ul. Elbląg, Zakopiańska and Łęczycka in Olsztyn 4. Reconstruction of the road culvert in the open trench of the rain collector catchment - ul. Bydgoszcz in Olsztyn 5. Construction of a retention reservoir with accompanying infrastructure and reconstruction of the rainwater sewage system in Olsztyn in the Kusocińskiego 6 park. Construction of a retention reservoir in Olsztyn at ul. Baltic Sea/Kawki 7. Construction of rainwater sewerage in ul. Baltic Sea/Kawki 8. Development of the area around the retention reservoir in Zacisze Park. In addition, it includes: - Supervision in the Project: - Promotion - Feasibility study - Indirect costs The total cost of the project is: PLN 32 791 014.78, planned co-financing: PLN 25 249 081.35. The rainwater drainage system in some catchments is in poor technical condition and has insufficient hydraulic parameters resulting in limited throughput. The calibrated model of work was analyzed, among others, for the identification of areas at risk of flooding. These areas are covered in this project. In addition, the city is gradually developing and expanding. Investment changes such as the construction of new housing estates, residential or large-area stores, roads and car parks generate new paved areas. New and innovative water management systems are needed in view of declining water resources, as well as the continuing negative effects caused by climate change and urban development. Therefore, the construction and development of rainwater collection and reuse infrastructure and the development of greenery based on native species, water retention, increasing biodiversity and acting as a natural biofilter were taken into account. The scope of the project is consistent with the Urban Plan for Adaptation to Climate Change, corresponds to the indicated goals and adaptation measures. The project will be implemented directly by the Municipal Investment Department and other departments of the Olsztyn City Office, including: Department of Strategy and European Funds, Department of Budget, Department of Public Procurement. The project will be of a long-term nature. Solutions used: technologies, materials comply with EU standards. The outputs and results of the project, in accordance with the applicable standards, will be maintained unchanged for at least 5 years from the last payment to the Beneficiary. The owner of the infrastructure built as part of the project will be the Applicant – the Municipality of Olsztyn. The management and management of the urban rainwater sewage system will be handled by the Department of Urban Investments.
