Support for sustainable rainwater management systems with green-blue infrastructure in Wrocław

The subject of the project is the implementation of solutions in Wrocław that will contribute to the construction of a sustainable rainwater management system with their retention and solutions based on green-blue infrastructure and nature. The project responds to the risks defined in the National Crisis Management Plan, in particular caused by high temperatures (dryness/heat) and intense precipitation (flood) and is in line with the adaptation measures set out in the Urban Plan for Adaptation to Climate Change until 2030 for Wrocław (Resolution No XIII/342/19 of the Wrocław City Council of 5 September 2019). The project includes the following tasks: Task 1. Green-blue History Center Depot at ul. Grabiszyńska Task 2: Entrance to the Old Town Promenade at ul. Świdnicka (Green - blue square at the monument of Bolesław the Brave) Task 3: Green and blue square at ul. Dry Task 4: Greening of Nowy Targ Square Task 5. Pocket park at ul. Insurgents of Silesia Task 6: Construction of a rainwater sewerage network in ul. The implementation of the above-mentioned tasks will allow for better adaptation of Wrocław's urban space to climate change, thanks to the implementation of construction and modernization works on the city's areas with a total area of 1,3923 ha. Small retention facilities with a capacity of 1,050.5 m3 will be built and other solutions will be used to increase the retention capacity of areas. Solutions adopted for the construction of a long-distance rainwater drainage system 0.65 km, limit the flow of water to the receiver and allow their use. As a result of the project, 7 141 m2 of sealed surfaces will be transformed into green areas or permeable surfaces. The area of greenery in the area covered by the project will increase by 67%. Of the 56% of surfaces, the tide will be stopped and rainwater will be retained, and 87% of the water will be used, of which 99% will be used for green purposes. Natural or natural-based methods have been applied on 40% of the surface from which the water was managed The beneficiaries of the project will be all people living in Wrocław, who will have access to new or improved green infrastructure and benefit from a higher level of protection against natural disasters related to climate change. Among the qualitative objectives of the project, the most important are: 1.Increase the retention capacity of public urban spaces 2.Reduce the risk of flooding and local flooding and reduce the loss of property caused by flooding 3.Reduce the risk of untreated urban wastewater entering the environment due to the relief of combined sewerage 4.Create conditions for the development of biodiversity 5.Reduce the urban heat island effect 6.Improve the safety and living conditions of residents 7.Improve the quality and aesthetics of urban space 8.Improve public awareness of the effects of climate change and adaptation actions. 9.Increasing the attractiveness of Wrocław as a place to work and live The project on the basis of the concluded Agreement is a joint venture of the Municipality of Wrocław (applicant and beneficiary) and the Municipal Water Supply and Sewage Company S.A. (entity authorized to incur eligible expenses). The commune is responsible for the implementation of tasks 1-5. MPWiK S.A. is the executor of task 6. The degree of preparation of the project for implementation is 100%. The project will be implemented under 9 contracts concluded in accordance with the PHP. By the date of submission of the application, 4 contracts had been concluded, of which 3 were completed. At the operational stage, the maintenance of the project's products will be ensured by the organisational units of the Municipality of Wrocław and MPWiK S.A.
