Construction and retrofitting of installations for the recovery and recycling of municipal waste in the Waste Management Plant "Clean Blue Land" in Czarnówek, Nowa Wieś Lęborska Commune

The project for the construction and retrofitting of the ‘Clean Blue Land’ Waste Management Plant (ZZO Czarnówko) with installations for the recovery and recycling of municipal waste includes several tasks: Task 1. Expansion of the waste composting plant, which will increase the capacity of the current installation by 9500 Mg/year. It is planned to build 2 new reactors and technological equipment for 3 reactors. Task 2. Construction of a sorting plant for raw material waste with a capacity of 10 000 Mg/year, as well as unsorted (mixed) municipal waste, together with facilities and photovoltaic installations on the roofs of the sorting hall and covered storage boxes (costs of the sorting plant for the treatment of mixed waste are ineligible). Task 3. Delivery, installation and commissioning of a sieve for screening the stabilizer to separate the 0-20 mm fraction classified as 19 05 03 – non-compliant compost used for reclamation (recovery) and screening ex 19 05 03 non-compliant compost resulting from the treatment of green waste separately collected for the R10 process (recycling) as well as screening of finished compost. The capacity for recovery of residual waste and preparation for recycling is 15,000 Mg/year. Task 4. Reconstruction of the existing waste sorting plant (after the construction of a new sorting plant) into a paper cleaning plant with a capacity of 3000 Mg/year. Task 5. Reconstruction of the existing waste sorting plant (after the construction of a new sorting plant) into a glass cleaning and recycling plant with a processing capacity of 3000 Mg/year. In addition, expenditure is foreseen for: design and environmental works (concepts, documentation, KIPs, reports, etc.), investor and author supervision, information and promotion activities, educational activities – for school children and teenagers and adults, indirect costs (flat-rate). A reserve of 15% of the tasks 1-5 described above is planned in the project. The tasks are in line with the National Waste Management Plan 2028 and the Provincial Waste Management Plan for the Pomeranian Voivodeship 2022 and the Investment Plan. For all tasks for which this is required, environmental decisions have been obtained. For task 1 - Expansion of the waste composting plant, a construction permit decision was obtained, it will be implemented as works, based on the contracting authority's project. Task No. 2 - The construction of the sorting plant will be carried out in the design and build formula, as a mixed order awarded in parts. Tasks 3-5 will be carried out as deliveries. Other activities (supervision, information, promotion of education, etc.) will be carried out as services. Tasks 1-3 will be carried out in 2025-2026 , while tasks 4 and 5 will be carried out after the construction of the new sorting plant, i.e. in 2027. The project is in the preparatory phase. No works or deliveries have started. Obtaining a grant determines the implementation of the project. .
