Sources of high-efficiency cogeneration

The project ‘Sources of high-efficiency cogeneration’ assumes the achievement of the objective of the FEnIKS Operational Programme, which is to improve the conditions for the development of the country by building technical and social infrastructure in accordance with the assumptions of sustainable development. The project falls under the specific objective ERDF/CF.CP2.I – Promoting energy efficiency and reducing greenhouse gas emissions. The implementation of the above objective is described in the Strategy. The National Fund for Environmental Protection and Water Management, as the Project Beneficiary, will act as the Implementation Unit for Financial Instruments and will be responsible for the implementation of the specific fund in the form of a Priority Programme. As part of the Project, the tasks of the NFOŚiGW will include: preparation and approval of the Priority Programme in accordance with this Strategy and WoD, conducting the call for applications for co-financing and their evaluation, concluding co-financing agreements, implementation of agreements, payment of co-financing, certification of expenditure, settlement of indicators. The project will contribute to raising environmental awareness. The project will mainly finance high-efficiency cogeneration units from RES (e.g. using biomass, biogas or biomethane). Fossil fuel generation units will not be supported. Preference will be given to sources using energy from RES and waste heat. Where possible, support will be given to the deployment of hydrogen technologies in energy and heating. In this area, solutions based on renewable gases will be rewarded. The project will contribute to the European Union's climate policy objectives as set out in the European Green Deal, by carrying out actions to prevent climate change and to reduce greenhouse gas emissions. The material scope, the objectives of the intervention and the type of beneficiary are in line with the detailed description of FEnIKS priorities and the project selection rules. The indicators are in line with the Catalogue of mandatory indicators. The maximum level of co-financing is 79.71% of eligible costs. The indicated expenses in the Project are eligible. The call for proposals for SNEs will be launched after the signature of the funding agreement, in accordance with the timetable announced by the MA. The description of the planned information and promotion activities is set out in Annex II. 4 to this proposal. The assumptions of the project are consistent with the results of the ex-ante analysis, taking into account its update. The project is strategic and complementary to the objectives of the EU Strategy for the Baltic Sea. (Additional Information, Enclosure. 9 - The strategy. Cooperation with other countries is not envisaged. The project is not complementary to other projects carried out outside Poland. Compliance with the documents making up the fulfilment of the basic conditions indicated in the Strategy and in the tab - Additional Information to WoD. The timetable for the implementation of the project confirms that the n+2 rule is met. The planned activities are feasible until 31.12.2029. Information on the economic capacity to implement the project and its correct implementation is described in the Strategy and further in the WoD. Examination of the effectiveness of implemented actions and corrective actions is indicated in the Strategy. Risk areas and corrective actions described in the Strategy and WoD in the Risk Analysis tab. The strategy includes information on the implementation of objectives resulting from relevant development strategies of a national nature, compliance with the principles of equal opportunities, social inclusion and non-discrimination, with the Charter of Fundamental Rights of the EU, with the Convention on the Rights of Persons with Disabilities, with the principle of equality between women and men, with the principle of sustainable development, including the DNSH principle. The Strategy also refers to the application of elements in the field of circular economy, improvement of energy efficiency and RES, nature protection (including biodiversity) and adaptation to climate change. At the same time, I inform you about the completeness and consistency of the application for co-financing and the application documentation attached to the application.
