Modernisation of heating networks and heat hubs in Tczew

The project planned by GPEC EKSPERT Sp. z o.o. is related to the modernisation of the existing district heating network in the city of Tczew, resulting from the need to increase its energy efficiency, including the reduction of heat losses. By implementing the following material scope, the Applicant will improve the functioning of the managed district heating network in Tczew. By implementing the material scope of the project, the Applicant will lead to the modernisation of the district heating network in Tczew, which will cover the following tasks (numbering in accordance with Annex 24 HRP): 1.Modernization of the network in the area of ul. Grunwaldzka 2.Modernization of the network in the area of ul. 3.Modernization of the network in the area of ul. Polish Army 4.Modernization of the network in the Al. 5.Modernization of the network in the area of ul. Jasińskiego 6.Modernization of automation of heat nodes 7.Modernization of heat node 8.Modernization of coal boiler to use biomass (unqualified). 10.Educational campaign - promoting positive attitudes and behaviours in the field of reducing and eliminating low emissions in Tczew. 11.Information and promotion activities (non-qualified). In addition, the costs of the project include: 9.Indirect costs for educational activities – 7% Description of the scope of the above-mentioned measures The tasks are presented in detail in Appendix No. 1 Feasibility Study, points 6.2 and 6.3. ‘Description of the basic facilities and facilities, including the scope of activities undertaken in the framework of the project’ and 8.4. ‘Project timetable and payment plan’. The priority objective of the project consisting in the modernisation of the district heating network in Tczew is to improve the efficiency of heat distribution and improve air quality. The implementation of the project will significantly reduce heat losses on transmission, reduce the amount of fuel used, and thus reduce emissions of pollutants into the atmosphere (CO2 and dust). The investment project meets the basic objectives and assumptions of the program, because as at the date of submitting the application for co-financing, the district heating system in Tczew does not have the status of an efficient district heating system (within the meaning of Article 2(41) of Directive 2012/27/EU of the European Parliament and of the Council on energy efficiency of 25 October 2012 on energy efficiency, amending Directives 2009/125/EC and 2010/30/EU and repealing Directives 2004/8/EC and 2006/32/EC (OJ EU L 315, 14.11.2012, p. 1 as amended)). The applicant guarantees that within 3 years of the commencement of works covered by the application for co-financing, the district heating system in Tczew will achieve the status of an energy-efficient district heating system. In addition, the implementation of the project will reduce the consumption of non-renewable primary energy, by reducing losses in the process of transmission and distribution of thermal energy, as well as has a positive impact on the environment by reducing emissions of harmful substances into the atmosphere, including CO2 and dust. The total costs of the project are: PLN 7 574 801.25 including eligible expenditure: 5 898 375.00 PLN net and ineligible: PLN 1 676 426.25: • Retrofitting of a coal-fired boiler to use biomass: 250 000,00 PLN, • Promotion of the project: 10 000,00 PLN, • VAT: PLN 1 416 426.25. The value of capital expenditures presented in the material and financial schedule was estimated on the basis of market research conducted among potential contractors and/or suppliers. The planned investment concerns the modernisation of district heating networks, which is why it does not require any decisions and permits, including a building permit and an EIA. All construction works will be carried out as part of the notifications of construction works. It is only necessary to obtain the right to real estate for construction purposes for Tasks 1 - 5. Also, no additional decisions or permits are required at the operating stage. The applicant has guaranteed funds for the implementation of the project.
