Construction of the Czarna - Pasikurowice line along with the expansion of the station in this line

The project provides for: 1 Construction of the 400 kV Czarna - Pasikurowice line – line built and commissioned, contract completed. 2 Expansion of the Pasikurowice station with a 400 kV switchgear - Stage I of works co-financed under the OPIE 2014-2020 and Stage II of works co-financed under the FEnIKS The subject of this application is the second phase of the Project "Construction of the Black - Pasikurowice line along with the expansion of the station in this line", Project No. under the OPIE 2014-2020: POIS.01.01.02-00-0015/17. The total gross value of the Project was PLN 295 718 405.60, the maximum amount of eligible expenditure was PLN 132 131 820.60 (Appendix No 2 to the LFA), paid to the Ministry of Finance of the Republic of Poland. PLN 130 774 614.23. PHASE II (covered by this application - KR) PLN 15 957 432.80. Under this proposal, the main scope of the Project will be related to the further expansion of the Pasikurowice station, i.e. to the extent that it has not been completed and co-financed under the 2014-2020 perspective, as well as the final payment for the ATR delivered to the Pasikurowice station. A detailed description of the division of tasks carried out under PHASE I and planned to be carried out under PHASE II can be found in chapter 3.2.3 of the SW. The direct objective of the Project, the construction of the Pasikurowice - Czarna line, together with the expansion of the station in this line, is to enable the connection of wind farms to the Pasikurowice station, increasing the reliability and reliability of the transmission network, including international exchange. The use of smart functionalities (smart grid elements) contributes to ensuring ‘an efficient and economically sustainable energy system, with low losses and a high level of quality and security of supply and protection of transmission network management. The project creates opportunities for integrating RES into the power grid. The electricity grid is interconnected and the investments covered by this proposal contribute to increasing the connection capacity of RES with a capacity of approximately 331.9 MWe. The implementation of the project will contribute to increasing energy efficiency at the level of consumption, while increasing the share of renewable energy sources in the energy balance through the rational use of energy resources. This will save energy, and its effective use by companies will reduce the costs of their operation. Actions under this priority will also contribute to the decarbonisation of the economy. The indirect objective of the Project is to carry out the expansion of the PPS in south-western Poland, including: Reducing congestion in the PPS to enable secure and reliable exchange of electricity; Improving the quality of electricity transmission; Improving the reliability of the operation of the entire PPS. Investments are one of the elements that will allow large-scale use of smart functionalities (smart grid elements). Smart functionalities defined in the mandatory and ranking criteria relevant to measure 2.3 and phased projects of FEnIKS. Getting smart functionality: 1. Functionality of monitoring and visualization of load in real time; 2.Functionality of active and reactive power flow control (including control of distributed sources and reactive power compensators) 3.Functionality of automatic control of voltage level and reactive power level on the bus 4.Functionality of current monitoring and evaluation of equipment condition. Obtaining smart functionality, in connection with the implemented project, is desirable. Its scope in one of more than one hundred transmission stations takes into account the long-term network development policy using the following functions: a) real-time load monitoring and visualisation functionality, b) active and reactive power flow control functionality (including distributed source control and reactive power compensators, c) automatic voltage and reactive power level control functionality on the bus. A more detailed description is provided in SW. from p. 48.
