Construction of the Kolnik-Elbląg gas pipeline with gasification of the Vistula Spit

The project also operates in the Company under the name ‘Construction of the Kolnik – Elbląg gas pipeline and gasification of the Vistula Spit’. The project provides for the implementation of two investment tasks: • Activity 1 – ‘Construction of the Kolnik-Elbląg gas pipeline and the infrastructure necessary for its operation in the Pomeranian and Warmińsko-Mazurskie Voivodships’ includes the construction of the high-pressure gas pipeline between Miłocin and Elbląg, • Activity 2 – ‘Gazification of the Vistula Spit’ consists of the construction of medium-pressure gas pipelines with diameters dn225/ dn110/ dn63relacja Nowy Dwór Gdański-Sztutowo-Stegna-Krynica Morska, with a total length of approx. 58.7 km. These tasks are not directly linked to each other technologically. However, due to the technical limitations of the distribution system, the gasification of the Vistula Spit depends on the implementation of the Kolnik-Elbląg high-pressure gas pipeline. The construction of the W/C gas network will enable the reconstruction of capacity reserves in the currently existing network, which in turn will allow the gasification of the Vistula Spit. The need to implement the Project results from the fact that: • in the case of Task 1, currently a high-pressure gas network supplying gas to districts: Malbork, Sztum, Nowy Dwor (OZG Gdańsk) and Elbląg (OZG Olsztyn) are powered from the entrance point of Sztumska Wieś. Due to the significant interest in the use of natural gas by customers in the indicated area, there is no distribution capacity of the high pressure system for providing the requested gas volumes to customers located in the area of operation of OZG Olsztyn and OZG Gdańsk, • in the case of Task 2, the construction of the pipeline concerns a non-gasified area. The implementation of the task will create the opportunity for residents of newly gasified areas to use ecological fuel and replace traditional furnaces for coal, pellets or wood, among others. Tasks carried out as part of the Project have a set of decisions necessary for the implementation of the investment, required by the Construction Law. The direct objective of the Project is to improve the quality and safety of operation and the development of smart gas networks, as well as to increase their importance in the modern, green energy system in the area of the Project's impact. The benefits of the project will be: • development of smart gas grids ensuring reliable gas supplies to 578 new customers and 2 existing customers in the area of impact of the Project, • improving the investment attractiveness of municipalities in which the Project will be implemented by increasing or, in the case of gasification of the Vistula Spit, creating connection potential both for new RES gas fuel generation sources (biomethane) and for new customers. • creating the possibility of decommissioning coal-fired energy sources by connecting new customers. • ensuring energy security for the economy by implementing the project and increasing the volume potential of decarbonised gases transported and distributed, i.e. biomethane, • increasing the use of smart functionalities (so-called smart grids) in distribution networks – thanks to the functionalities included in the project. The Applicant intends to carry out information and promotion activities for the Project in accordance with the instructions of the Manual of the Applicant and Beneficiary of European Funds for 2021-2027 in the field of information and promotion. Educational activities are also planned as part of the project. A description of these activities is provided in section 6.3 of the Feasibility Study.
