Challenges and opportunities for adaptation Goes to climate change (development of MPA)

Taking adaptation measures and creating an action plan to reduce the effects of climate change caused by human activity in the form of e.g. frequent heat waves and the resulting droughts and fires, as well as torrential rains and floods, is a key task at national, regional and local level for the coming years. Before submitting the WOD, the applicant had already taken the first initiating steps to implement the MPA project by adopting a declaration of will to develop and implement the MPA at the session of the Chodzież City Council on 21 August 2023 and a team responsible for the implementation of the project (Project Implementation Unit) was established. The target group will be all the residents of Chodzieży-users using environmental resources, that is, all those who are exposed to the effects of climate change in the city. One of the effects of the project will undoubtedly be an increase in the interest of residents in the issues of climate change and their effects.Education-prom activities are planned, such as publications in the local newspaper, Science Picnic under the slogan Climate with a competition for children,inf.-proms campaign, including in the social media, which will increase knowledge and social involvement in the adaptation process. The need to prepare an MPA stems from the EU’s policy orientation, i.e. the EU Strategy on Adaptation to Climate Change[COM(2021)82final]. The document will be used, among others, to raise external funds to solve the most important problems of the city resulting from climate change. The MPA created at each stage will be complementary to the ‘Adaptation Handbook for Cities-Guidelines for the Preparation of the MPA’ prepared by the Ministry of Agriculture and Rural Development, the ‘Strategic Adaptation Plan for Climate-Sensitive Sectors and Areas to 2020 with a Perspective to 2030(SPA 2020)’, the Act on the Provision of Information and its Protection, the Environmental Protection Unit and the Impact Assessments on Wednesday of 25 May 2023 (Journal of Laws 2023, item 1094), the existing strategic, planning and operational documents of the municipality’s own municipalities for shaping and implementing urban policy in the broad sense, and other higher-ranking legislation. The MPA will include: 1) Diagnosis, including: a) an analysis of climatic and hydrological phenomena and their derivatives b) climate change scenarios c) a description of the main climatic hazards for the city resulting from points a and b d) an assessment of the adaptive potential of the city e) an analysis of the vulnerability of the city f) an analysis of climate risks and opportunities resulting from climate change 2) the presentation of the results of the analyses referred to in point 1, in cartographic form 3) the definition of the objectives of the plan 4) the concept of greening the city 5) the concept of stormwater and meltwater management 6) the programme part, including: a)determination of adaptation measures on the basis of the information contained in points 1-5, including analysis of adaptation options b)information on the entities and bodies responsible for implementing adaptation measures and on the ways of involving these entities and bodies in the preparation of the plan 7)principles for implementing the plan, including those relating to monitoring the implementation of adaptation measures using the indicators for achieving the objectives referred to in point 3.Strategic environmental impact assessment will be subject to the SEA procedure in accordance with the Act on the provision of information on the environment of 25 May 2023 (Journal of Laws 2023, item 1094). The planned action covered by the WOD is in line with Action FENX.02.04 Adaptation to climate change, prevention of disasters and responds to Specific Objective ERDF/CF.CP2.IV-Supporting adaptation to climate change[...], taking into account the ecosystem-based approach for intervention 059-Action on adaptation to climate change[...]
