The aim of the Project is to review the flood risk management plans (FRMPs) developed in the 2nd planning cycle (in 2022, the Minister of Infrastructure signed regulations on the adoption of flood risk management plans for the Vistula, Oder, Pregolya, Niemno, Danube and Elbe river basin districts) and to develop draft updated FRMPs. In addition, PZRP projects may be developed in other river basin districts in which areas at risk of flooding (ONNP) will be designated, if this is the result of analyses carried out as part of the update of the preliminary flood risk assessment (PRA). The obligation to review and update the PZRP stems from Article 14(3) of the Floods Directive and Article 173(19) of the Water Law Act. The overarching goal of the Plans will be to reduce the potential negative effects of floods on human life and health, the environment, cultural heritage and economic activity (in accordance with the objective of the Floods Directive and the Water Law Act), by recommending actions to minimize the identified risks from floods. Under the current RRPs, 3 headline targets have been set, corresponding to 11 specific objectives. The specific objectives will be assessed on the progress of their implementation and the continued relevance of their implementation will be verified on the basis of the results of the analyses, and new specific objectives will be set if necessary. Main objectives continued in the Plans: 1. Suppression of the increase in flood risk 2. Reducing the risk of flooding 3. Improve the flood risk management system The plans will cover all aspects of flood risk management, i.e. prevention, protection and preparation for floods, reconstruction and analysis after floods. This will include measures for sustainable land use and more effective water retention. The plans will take into account, inter alia, areas with potential retention capacity, the environmental objectives of the WFD, water management principles and land use, planning and land use elements, nature conservation, flood forecasting and early warning systems. The plans will also take into account the long-term perspective and uncertainties for the future, mainly related to climate change and changes in the management of flood risk areas. In accordance with the Water Law Act (Article 163(5)), flood protection is carried out taking into account the PZRP, and the PZRP’s findings (Article 326(1)) are taken into account in spatial development documents. As part of the project, four tasks will be carried out: Activity 1 Review and update of flood risk management plans in the 3rd planning cycle Activity 2 Information and promotion activities Activity 3 Development of environmental impact forecasts and implementation of SEA Activity 4 Project management. The implementation of the tasks is planned to be outsourced to the Contractors by means of an open tender. Three tendering procedures are foreseen: for the combined performance of tasks 1 and 2, for the performance of task 3, for the performance of task 4. As part of the information and promotion activities, the following are planned in particular: preparation of an information poster, information brochure, conducting an information campaign with the Project Ambassador, campaign in the media / ambient campaign, conducting 4 national conferences, conducting Public Relations activities, preparation and publication of sponsored articles in the media, production of 2 information and promotion films, conducting educational activities, creation of the Project website. These activities are aimed at providing information about the Project, the sources of its financing, including the EU funding obtained, increasing the awareness of the population about the actions planned to prevent floods and the threat of flooding. PZRP will be made available to the general public. Tender documentation for the implementation of tasks is currently being prepared.
