Review and update of the preliminary flood risk assessment in the 3rd planning cycle

The project includes the development of a review and update of the preliminary flood risk assessment (FRA). The obligation for PGW Wody Polskie to draw up a CMO arises from Article 168 sec. 10 of the Water Law Act of 20 July 2017 (Journal Journal of Laws 2023, item 1478 as amended) and Art. 1 Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks (Floods Directive). In the 3rd planning cycle, the review and update of the CMO should be carried out by 22 December 2024, and then, in accordance with Article 15 of the Directive, a report should be submitted to the European Commission on the implementation of the review and update of the CMO by 22 March 2025. The CMO should be reviewed every 6 years and, if necessary, updated. In accordance with the Water Law Act, the WORP project prepares Polish Waters for river basin districts throughout the country. In the draft WORP, Polish Waters take into account the draft preliminary assessment of flood risks from the sea, including internal marine waters, prepared by the minister responsible for maritime affairs. Polish waters submit the draft preliminary flood risk assessment to the provincial governors for their opinion and to be agreed to by the minister responsible for inland waterways as regards inland waterways. The minister responsible for water management approves the preliminary flood risk assessment and forwards it to the administrative authorities indicated in the Water Law Act. The CMO shall be made public by posting it on the Public Information Bulletin website. The objective of the CMO is to assess flood risks in river basin districts and identify areas where these risks are significant. As a result of the project, areas at risk of flooding are designated, for which flood hazard maps and flood risk maps (FRMs and MRPs) should be developed at further stages and activities should be planned in flood risk management plans (FRMPs). The scope of the preliminary flood risk assessment is set out in Articles 4 and 5 of the Directive and Article 167 para. 2 of the Water Law Act. The implementation of the project includes a review and update of the preliminary flood risk assessment from 2018 throughout the country, taking into account the division into river basin districts. The scope of work includes supplementing data on floods occurring since 2018 and analysing and assessing flood risks for individual river basin districts. The Project envisages the implementation of the following tasks: 1. Review and update the methodology for the preliminary flood risk assessment; 2. Review and update the preliminary flood risk assessment, including: Obtaining and compiling data on historical and probable floods, together with an assessment of adverse effects and an analysis of areas at risk of flooding; 3. Preparation of a draft review and update of the preliminary flood risk assessment, including preparation of the WORP database and maps and draft report and consideration of the WORP from the sea side; 4. Preparation of the final version of the CMO, preceded by the process of issuing an opinion on the draft review and update of the preliminary flood risk assessment with the authorities indicated in Art. 3 of the Water Law Act; 5. Preparing the publication of the preliminary flood risk assessment; 6. Preparation of a report on the review and update of the preliminary flood risk assessment to the European Commission; 7. Conducting the promotion and information of the project. As part of the project, information and promotion activities will be carried out. They will be carried out in accordance with the guidelines of the FEnIKS 2021-2027 programme on information and promotion. It is planned, among others, to prepare posters, information brochures, as well as to update the website - www.powodz.gov.pl in the scope of the project. Activities shall also include appropriate labelling of all documents, products and design activities. On 18 September 2023, PGW Wody Polskie signed a contract with the Contractor and the implementation of the project started.
