The aim of the project is to develop an updated draft plan to counteract the effects of drought. PGW Wody Polskie is obliged to update it by the Water Law Act (Dz. Journal of Laws 2023, item 1478 as amended) - Art. 1 and lips. 9. The draft plan for counteracting the effects of drought and its updates are adopted by means of a regulation of the minister responsible for water management. The project is a preparation of a planning document covering the entire country. The material effect of the project will be an updated methodology for developing a drought prevention plan, on the basis of which a draft update of the drought prevention plan will then be prepared. The first stage of the project will be the analysis of the plan to counteract the effects of drought adopted in 2021, as well as current legal acts and scientific studies on the subject of the project. At this stage, a stakeholder survey will also be conducted to collect the data needed for the update. The next stage of the project will be the preparation of a draft plan to counteract the effects of drought, submitting it for public consultation conducted by the minister responsible for water management and then conducting a strategic environmental impact assessment for the draft document. As part of the project, 5 tasks will be carried out: 1. Update of the methodology “Updating the study on “Drought Protection in Water Management Planning – Methodology of Conduct” of October 2017; 2. Preparation of a draft update of the drought prevention plan taking into account the division of the country into river basin districts; 3. Carrying out a strategic environmental assessment; 4. Ensuring promotion and information; 5. Substantive support services in the implementation of the Project: ‘review and update of the drought prevention plan’. The implementation of the above tasks is planned to be outsourced to the Contractors by means of an open tender. During the project, two tenders are foreseen: one for the total performance of tasks 1 to 4 and one for the performance of task 5. The call for tenders for tasks 1-4 was launched on 25 January 2024. As part of the information and promotion activities, it is planned, inter alia, to prepare posters, information brochures, materials supporting information and promotion activities, to hold 4 conferences, to produce 2 information and promotion films, to run an educational campaign, as well as to continue running the website – www.stopsuszy.pl. These activities are aimed at providing information about the Project and sources of financing, increasing the awareness of the population about the actions planned to counteract the effects of drought and the threat of drought. Promotional materials, as well as the PPSS itself, will be widely available.
