Overview and update of flood hazard maps and flood risk maps in the 3rd planning cycle

The aim of the Project is to review and update flood hazard maps (FRM) and flood risk maps (FRM) in the 3rd planning cycle, in accordance with the Water Law Act (Art. 8) and Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks (Art. 2). MZP and MRP are planning documents for flood risk management, which are prepared for the areas and types of floods indicated in the preliminary flood risk assessment. The draft MZPs and MRPs drawn up by Wody Polskie – in agreement with the competent provincial governors – are approved by the minister responsible for water management and sent in electronic form to the administrative authorities indicated in the Water Law Act (Art. 4). MZP and MRP shall be made public by posting them on the website of the Public Information Bulletin. MZP and MRP form the basis for the preparation of flood risk management plans and the planning of flood prevention activities limiting the negative effects of floods. MZPs and MRPs shall be reviewed and, if necessary, updated in 6-year cycles, in view of the need to assess the evolution of flood risks and monitor the effects of the measures implemented. The Project envisages the following main tasks: Task 1. Review of MZP and MRP in the 3rd planning cycle. Task 2. Development of MZP and MRP in the 3rd planning cycle. Task 3. Substantive support services in the implementation of the Project. Task 4. Promotion and information Task 5. Indirect costs. As part of Task 1, a review of MZPs and MRPs developed in the 1st and 2nd planning cycle will be carried out to identify changes in the level of hazard and flood risk. The result of the map review will be to determine the scope and method of updating the MZP and MRP. Under Task 2, MZP and MRP will be updated to the extent resulting from the map review. In addition, new MZPs and MRPs will be developed if additional areas at risk of flooding are identified in the review and update of the preliminary flood risk assessment in the 3rd planning cycle. MZP and MRP will be developed in accordance with the Water Law Act (Articles 169 to 171) and the Regulation of the Minister for Maritime Economy and Inland Navigation of 4 October 2018 on the preparation of flood hazard maps and flood risk maps (Journal of Laws of 2018, No. Journal of Laws 2018, item 2031) and the Regulation of the Minister of Infrastructure of 14 August 2023 amending the Regulation on the preparation of flood hazard maps and flood risk maps (Journal of Laws 2023, item 1792). As part of task 3, substantive support services will be implemented, including quality control of the Project's products and conducting information and promotion activities. Task 3 is divided into two parts: Task 3.1 (Part 1 – covering quality control of products Task 1) and 3.2 (Part 2 – covering quality control of products Task 2). The planned information and promotion activities include: appropriate labelling of all project documents, products and activities; preparation and distribution of an information poster; preparation of an information brochure; preparing and posting on the website information related to the implementation of the project; organization of the conference and preparation of promotional materials accompanying the conference. The implementation of the above tasks is planned to be outsourced to Contractors selected as a result of open tenders. As part of the Project, the following contracts have already been signed with the Contractors: Task 1 (contract concluded on 2023-09-25), Task 3.1 (contract concluded on 2023-09-15) Under Task 2 and Task 3.2, tender documentation is under preparation.
