The preparation of the III update of the river basin management plans (III aPGW) results directly from the obligation imposed on the Member States of the European Union by Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy (Water Framework Directive, hereinafter referred to as the Water Framework Directive), which was transposed into national law mainly by the Water Law Act of 20 July 2017 (i.e. Journal of Laws 2023, item 1478). The subject of the work will be the preparation of draft III updates of river basin management plans (III aPGW) together with planning documentation constituting the basis for their preparation. The basic scope of III aPGW is defined in Article 318 of the Water Law Act, and the planning documentation is listed in Article 317 sec. 1 points 3 and 5, Water Law Act. River basin management plans shall be reviewed and updated every six years. III aPGW should be adopted in the form of a regulation by December 2027 at the latest, and the report to the Commission should be submitted by the end of the first quarter of 2028 at the latest. The implementation dates adopted as part of the project will enable the timely implementation of obligations arising from the provisions of the Water Framework Directive and national law. The project indicators will be: Activity 1: Assessment of the impact of transverse structures on the biological continuity and environmental objectives of the SWB – 1 study; Activity 2: Identification of anthropogenic pressures with their spatial imaging for all surface water categories – 1 study; Task 3: Analysis of significant anthropogenic impacts with an assessment of their impact on the status of surface waters and the risk of non-achievement of environmental objectives – 1 study; Task 4: Setting environmental objectives for all water bodies and protected areas with the development of a register of protected areas – 1 study; Task 5: Drafting III update of RBMPs – 1 drafting (9 draft RBMPs); Task 6: Substantive support and quality control services – report on the work carried out.
