Development and modernisation of the water quality testing and assessment system and strengthening of the capacity of the National Reference Laboratory for Water Monitoring in the field of biological, physico-chemical and chemical indicators

In accordance with the Environmental Protection Inspectorate Act (Journal of Laws 2024, item 425), the Chief Inspector of Environmental Protection is obliged to perform tests and measurements as part of the State Environmental Monitoring, and to supervise the quality of tests performed by the laboratories of the CIEP and other entities performing tests for the benefit of the Ministry of Environmental Protection. Currently, the network of laboratories operating within the CIEP has an exhausted measurement infrastructure, which causes failures and hinders the timely performance of tests. Therefore, there is a need to replace and modernize the measurement and research infrastructure. In addition, it is necessary to equip the NRLW with specialized measuring and research equipment and supporting equipment along with the necessary equipment, adaptation of rooms and consumables, i.e. equipment for analysis and preparation of water samples, mobile laboratories (including sampling) meeting the requirements of the EU Directives for the purpose of monitoring the quality of tests (including the implementation of new methods). There is a need to develop methodological materials and guidelines for the implementation of measurements, water analyses based on equipment purchased under the planned project and adapting test methods to the changing requirements of European law, participation in proficiency tests, as well as the purchase of standards, reference materials, reagents, solvents, consumables. This will contribute to more efficient and easier testing and measurement, obtaining reliable results, maintaining measurement consistency within the applied analytical methods and improving the implemented quality management system in the laboratory. In connection with the above, the laboratory activity management software will be purchased, adapted to the management system in accordance with ISO 17025. Support will be provided to train staff on the use of purchased laboratory equipment and software, as well as to reinforce laboratories with additional staff for the duration of the project. Experts will be provided for specialist work and support of GIOŚ staff in the supervision/service of the project.
