Preparation of a document entitled: Sustainable Urban Mobility Plan for the Wałbrzych Functional Area (hereinafter SUMP)

E-PUAP IPAW mailbox address: ipaw/skrytkaESP The project consists in the preparation of a document entitled: ‘Sustainable Urban Mobility Plan for the Wałbrzych Functional Area’ (hereinafter SUMP), which includes: Development of a diagnosis of the existing state and mobility situation in the Wałbrzych Functional Area (WOF), elaboration of a draft Sustainable Urban Mobility Plan for WOF, conducting public consultations, conducting a strategic environmental impact assessment, elaboration of the final version of the Plan together with the SUMP Environmental Impact Forecast, preparation and implementation of an information and promotion campaign of the document. On 6 March 2023, the Inter-municipal Agreement was concluded on entrusting the Wałbrzych Commune with a public task consisting in the preparation of a document entitled: Sustainable Urban Mobility Plan for the Wałbrzych Functional Area (SUMP) and arrangements for cooperation. In accordance with the above-mentioned Agreement, the Leader – Wałbrzych Commune will carry out all the tasks resulting from the Agreement through the budget unit of the Wałbrzych Commune, i.e. the Intermediate Body of the Wałbrzych Agglomeration (IPAW). In addition, the parties to the Agreement authorised IPAW to conduct a public procurement procedure, conclude a contract with the selected Contractor, incur expenses in the project, have funds available to finance the project, pay and settle the project and all activities necessary to develop the Plan. IPAW prepares this application on behalf of the Leader, is an entity authorized to implement the project and will be responsible for settling the grant. The funds for the implementation of the project were secured in the budget of the Wałbrzych Commune for 2024. In accordance with Order No 1/2023 of the Director of IPAW of 6 March 2023, the Research and Development Team was appointed. SUMP WOF. IPAW has procedures (procedures) in the area of contracting for tasks covered by the project. It shall have in place and apply internal procedures taking into account the rules on contracting set out in the Guidelines on the eligibility of expenditure for the period 2021-2027 . As a result of the procedure, the contractor CPOINT Sp. z o.o. ul. Kobielska 100 Lokal 13, 03-835 Warszawa, with which Agreement No 01/06/2023 of 7 June 2023 was signed. The eligible costs of the project in the amount of 405 010.00 include: the cost of developing the SUMP (PLN 401 000.00) and the indirect costs of 1% (PLN 4 010.00). The ineligible costs of the project in the amount of PLN 92 230.00 include: VAT. There is no public aid or de minimis aid in the project. The aim of the project is to prepare a document entitled: ‘Sustainable Urban Mobility Plan for the Wałbrzych Functional Area’, hereinafter: SUMP) together with the implementation of the strategic environmental impact assessment, public consultation, research (including the consideration and adaptation of the CUPT traffic model). The project results from the Integrated Territorial Investment Strategy of the Wałbrzych Agglomeration for 2021-2027. The project is part of Priority FENX.03 Urban transport; Policy objective CP2 - A greener, low-carbon and transitioning towards a zero-carbon economy and a resilient Europe by promoting clean and fair energy transition, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility; Action FENX.03.01 Urban transport; Specific objective ERDF/CF.CP2.VIII – Fostering sustainable multimodal urban mobility as part of the transition towards a zero-emission economy; Scope of intervention: 081 - Clean urban transport infrastructure, Project type: Sustainable Urban Mobility Plans.
