Promoting sustainable multimodal urban mobility in the Łódź Metropolitan Area

ePUAP mailbox address: /SLOM/SkrytkaESP The aim of the project is to provide residents of the Łódź Metropolitan Area with equal access to comfortable, efficient, economic and ecological travel through an internally and externally integrated mobility system. This will be achieved by developing and implementing a ‘Sustainable Urban Mobility Plan for the Łódź Metropolitan Area 2030 (with a 2040 perspective)’ (hereinafter: SUMP LOM). The project covers the area of 5 counties (M. Łódź, brzeziński, zgierski, Pabianice, Łódź East). The geographical scope is set out in Annex 4 and in Part A2 Place of implementation. Identifying problems, challenges and needs related to the movement of people and goods in the area of analysis and its surroundings, and finding viable and feasible solutions that are an opportunity for success, taking into account local social and administrative specificities in the ŁOM, is to lead to the implementation of the concept of sustainable mobility, which in turn stems from the idea of sustainable development, striving to meet the needs of current generations, without limiting the opportunities for future generations in terms of economic development and environmental protection. In the project will be carried out: - the process of preparing the SUMP ŁOM document together with a forecast of its impact on the environment; - the process of adoption of SUMP ŁOM in the form of resolutions by all municipalities involved in its implementation and covered by its territorial scope; - info-promo activities aimed at raising public awareness of the objectives of the document and thus promoting the idea of sustainable mobility. These activities shall constitute a catalogue of the quarterly costs set out in the project budget. Ineligible costs include VAT. The assumptions of the project are consistent with the provisions of the FEnIKS 2021-2027 Programme, which, as one of the objectives of the support, indicates the pursuit of creating conditions for sustainable mobility by ensuring an efficient, effective, intelligent and safe low- and zero-emission public transport system in cities accessible to all users (including people with special needs). 2.8. The developed document defines such a framework as a mandatory tool to guide and coordinate investment activities carried out in the functional area. As a result, public transport will become one of the best choices when traveling around the LOM area. The bike will be an alternative to cars on short-distance trips. Longer routes will be used by rail or combined travel (public transport + bicycle). The project is also in line with the provisions of SzOP FEnIKS 21-27, which indicates Sustainable Urban Mobility Plans as one of the types of projects that can be implemented under Action FENX.03.01 Urban Transport. The applicant is an association associating local government units. Therefore, in the cases specified in the Public Procurement Law Act, it is obliged to apply its provisions. In this way, the contractor for the SUMP ŁOM study was selected, with whom a contract for the implementation of document No SŁOM.271.4.2023/3 was concluded on 28 February 2023. In cases where the provisions of the PHP do not apply, the Applicant shall apply the provisions of the Procurement Regulations, adopted by Order of the Director of the Office 4/2021 of 12 April 2021, taking into account the rules for concluding contracts set out in the guidelines on the eligibility of expenditure for 2021-2027. Based on the above, the contractors for info-promo activities will be selected (the contractor for www.sumplom.pl has been selected). The project is included in the list of projects in the adopted ITI Strategy for ŁOM (https://www.lom.lodz.pl/strategia-zit/- cf. p. 134, item 217, symbol of the FXNW-1 project.
