Construction of the S61 expressway, section Łomża West – section Stawiski Phase II

The subject of the project is the construction of a road exp. S61 on the section from Łomża West to Stawiski. 29.35 km. The section of road in question, exp. S61 is located on the TEN-T core network, in Podlaskie Province, in the city of Łomża, in Łomża District, in the municipality of Łomża, Piątnica, in Kolneński District, in the municipality of Mały Płock and Stawiski, and is part of the international road E67 Helsinki-Tallinn-Riga-Kaunas-Budzisko-Suwałki-Białystok-Warsaw-Piotrków Trybunalski-Wrocław-Kłodzko-Praga. Therefore, it can be described as an element of one of the most important road routes in Poland, as well as in Europe. This project is called a phased project. The division into phases is due to the fact that the implementation goes beyond the 2014-2020 perspective and there has been a need for a financial separation. Investment outlays from 1 January 2014 to 31 December 2023 were covered by financing under the OPIE 2014-2020, and from 1 January 2024 to 31 December 2025 under the FEnIKS 2021-2027. - Phase 1: The cost of the integral. PLN 872113571.54, including quarterly edition PLN 518076674,38 - Phase 2: The cost of the integral. PLN 448129402.46, including quarterly edition 289290000,00 zł Scope of inw: a two-day section with two lanes and an emergency lane, adapted to the forecast traffic level, is provided for throughout the entire section. Class G and GP roads, on the other hand, were designed in a single carriageway cross-section. Four road junctions are designed as part of this investment: Łomża West, Nowogród, Łomża North, Kolno and 2 ILO Task 5-Upper West (km 3+850.00 left) and Upper East (km 3+450.00 right). It is necessary to implement engineering structures and road culverts, which are also passages for animals. Noise protection will be provided by acoustic screens. It is planned to build a rainwater drainage system along with the construction of rainwater sewerage, roadside ditches and rainwater purification devices. It is planned to build lighting, rebuild the conflicting networks of land armament. The implementation of the Project will require the construction and reconstruction of road infrastructure elements: sidewalks, pedestrian-bike lanes, bus bays, exits, trips and emergency crossings and others. The whole plan will be complemented by road safety and organisation equipment including, in addition to energy-intensive barriers, vertical and horizontal markings. Objectives of the Project: -creating a safe road route forming part of the trans-European TEN-T network corridor, providing high-speed long-distance road traffic comfort, improving the transport accessibility of Poland and interregional connections within the TEN-T network, -increasing the accessibility to the trans-European TEN-T network corridor and improving the quality of internal communication links, -improving the efficiency of road transport and ensuring the free movement of people, goods, capital, services, affecting the growth of the EU's external competitiveness and internal economic, social and territorial cohesion, -adjusting the technical and usage parameters of the road to the forecasted level of traffic, by eliminating "bottlenecks" and filling missing elements of road infrastructure, in a way that improves the capacity and traffic conditions in the transport corridor, -reducing congestion and improving the living conditions of residents of building areas adjacent to existing transport solutions, -improving transit traffic and increasing the level of safety of users in order to maintain the interoperability of the transport infrastructure created, by adapting the road to the applicable legal provisions for the "S" class of roads, increasing mobility of people and goods.
