The project concerns the construction of the A2 motorway. Minsk Mazowiecki – Siedlce 37.43 km, located on the TEN-T core network in the North Sea-Baltic corridor. The project is located in the Mazowieckie Voivodeship, in the city of Siedlce, in the following districts: Minsk, Wegrow, Siedlce, in the communes of: Kalushyn, Mrozy, Grębków, Kotuń, Mokobody, Skórzec and Siedlce. This project is called a phased project. The division into phases is due to the fact that the implementation goes beyond the 2014-2020 perspective and there has been a need for a financial separation. Investment outlays from 1 January 2014 to 31 December 2023 were financed under the OPIE 2014-2020, and from 1 January 2024 to 31 December 2025 under the FEnIKS 2021-2027. Scope of investment: a two-day cross-section with two lanes and an emergency lane, adapted to the forecasted traffic level. The project consists of three sections implemented as separate contracts for design and construction works: • Sc. III c. Ryczołek (b.) - v. Groszki (so-called) • odc. IV c. Groszki (bw.) - w. Gręzów (bw.) • odc. V. Gręzów (so-called) - w. Swoboda (so-called) The project includes, among others, the construction of: 37.43 km long A2 motorway, 3 road junctions: ‘Groszki’, ‘Gręzów’, ‘Swoboda’, section dk2 together with the associated technical infrastructure and BRD equipment due to its new footprint related to the construction of a road junction, the necessary engineering structures (including bridges, viaducts, culverts), roads in the lines separating national roads to the extent necessary for the proper functioning, reconstruction of transverse roads. It is necessary to implement engineering structures and road culverts, which are also passages for animals. Noise protection will be provided by acoustic screens. It is planned to build a rainwater drainage system along with the construction of rainwater sewerage, roadside ditches and rainwater purification devices. It is planned to build lighting, rebuild the conflicting networks of land armament. The implementation of the Project will require the construction and reconstruction of road infrastructure elements: sidewalks, pedestrian-bike lanes, bus bays, exits, trips and emergency crossings and others. The whole intention will be complemented by the organization's equipment and BRD including energy-intensive barriers and vertical and horizontal markings. Technical Parameters: road class: A, pavement load: 115 kN/axle, bituminous surface, design speed: 120 km/h, traffic category: CoR 7. Objectives of the project: • creating a safe section of the motorway forming part of the trans-European TEN-T network corridor, ensuring high-speed long-distance road traffic, improving the transport accessibility of Poland and interregional connections on the TEN-T network • increasing the accessibility of the trans-European core network corridor TEN-T North Sea-Baltic, improving the quality of internal communication links by properly connecting the planned route with the remaining road network • improving transit traffic on the existing transport corridor, increasing the level of user safety • adapting the technical and usage parameters of the road to the forecast level of traffic by removing bottlenecks and filling missing elements of road infrastructure, in a way that improves the capacity and traffic conditions in the transport corridor • efficiency of road transport, ensuring the free movement of people, goods, capital, services, affecting the growth of the EU's external competitiveness and internal economic, social and territorial cohesion • increasing the mobility of people and goods within and beyond the borders of the Mazowieckie War and beyond national borders • relieving from excessive traffic, improving the technical life of residents.
