The project consists in the construction of the S3 section expressway. Troszyn - Świnoujście with a length of 32.93 km, located in the TEN-T core network. The investment is located in the north-west part of the West Pomeranian Voivodeship, in the city with the rights of the Świnoujście and Kamień districts, in the municipalities of Świnoujście, Międzyzdroje and Wolin. The project consists of the following sections, implemented as separate contracts: Episode 1: ‘Design and construction of the S3 Troszyn – Świnoujście road Section 1. Świnoujście – Dargobądz (without node)’, section 2: ‘Design and construction of the road S3 Troszyn – Świnoujście Section 2. Dargobądz (with node) – Troszyn’. Both sections are implemented as separate contracts for construction works in the Design and Build system (P&B). Beginning of construction of the S3 road Troszyn - Świnoujście is located in km 0+000 (designed picket) in the municipality of Świnoujście in the Świnoujście district, where the designed road connects with the existing road system in the city. During this section of the planned road, four road junctions are located. The first section ends at km 17+028.00 (designed picket) in Międzyzdroje, behind the Międzyzdroje junction, where the S3 intersects with the provincial road No. 102. The second section starts with a mileage of 17+050.00 and is connected to the intersecting roadways and localities by 3 road junctions, finishes with a mileage of 32+953.26 km. The gap in the mileage from km 17+028 to km 17+050 between the different sections results from the optimisation of the course of the road on its first section, which has been slightly shortened. The end of section 1 and the beginning of section 2 are physically in the same place, while maintaining the continuity of the S3 road and without affecting its agreed course. Scope of investment: The investment provides for a two-day cross-section with two lanes and an emergency lane. Objectives of the Project: -increasing mobility by creating a section of express road route forming part of the TEN-T core network corridor, -increasing accessibility to the trans-European TEN-T network corridor and improving the quality of internal communication links, -improving road transport efficiency and ensuring the free movement of people, goods, capital, services, affecting the growth of the EU's external competitiveness and internal economic, social and territorial cohesion, -adapting road technical and performance parameters to the projected level of traffic, -reducing the burden on excessive road traffic and improving the living conditions of residents, -improving transit traffic moving along the existing transport corridor and increasing the level of user safety in order to preserve the interoperability of the transport infrastructure created, by adapting the road to the existing legal provisions for S-class roads, -increasing the mobility of people and goods, preventing transport exclusion, -implementing transport infrastructure that is resilient to climate change and aiming to reduce greenhouse gas emissions.
