Adaptation of the aeronautical infrastructure of ground equipment to the requirements of PBN (Performance Based Navigation)

The need to implement the project results from Implementing Regulation (EU) 2018/1048 laying down airspace usage requirements and operational procedures for performance-based navigation (PBN). The Regulation requires EU Member States to use Performance Based Navigation (PBN) techniques in civil aviation as of 06 June 2030. The PBN concept has been developed under the SESAR programme and is at the heart of the Airspace Management concept. The project, implementing the requirements of the PBN Regulation and improving the operation of the European air traffic management network, is in line with the objectives of the SESAR programme: the modernisation of the air traffic management system and the creation of a digital European airspace. The project is a response to the specific objective of the FENIKS Programme: The development of a climate-resilient, smart, safe, sustainable and intermodal TEN-T is part of the priority area for aviation infrastructure related to security, safety and air traffic management for existing airports. Adapting the aeronautical infrastructure of ground equipment to the requirements of PBN will contribute to more effective air traffic management and increase the level of air traffic safety in the Polish airspace. The scope of the project includes activities related to the construction of communication, navigation and surveillance infrastructure facilities and the expansion and modernisation of air traffic management systems resulting from SESAR. The implementation of PBN requires an appropriate structure of space, technical equipment and infrastructure. In the event of loss of GNSS signal and in order to maintain the capability to provide services, it is necessary to put in place contingency measures, including conventional navigation aids and related surveillance and communication infrastructure. In order to meet PBN requirements and be able to provide services in accordance with the EU regulation, PANSA has developed the ‘PBN Transition Plan Poland’, which was approved by the Civil Aviation Authority on 26 January 2024. This document sets out plans for the gradual implementation in Polish airspace of flight procedures used for navigation based solely on the characteristics of systems compliant with the PBN concept. It also defines the MON (Minimum Operational Network), the need for which arises directly from the PBN Regulation. All navigation aids, including ILS and DME, form the MON network and provide services in the airspace in the event of loss of GNSS. Especially in the current situation of conflict in Ukraine, maintaining conventional navigation aids to provide a navigation service in case of GNSS signal loss/interference is of utmost importance. Objectives of the project: - provision of CNS ground infrastructure compliant with PBN requirements (EU Regulation 2018/1048) and the SESAR programme; - maintaining the Minimum Operational Network, - increasing safety in Polish airspace and air traffic management, - reducing the impact on the environment (reduction of pollutant emissions, noise, exhaust gases and fuel consumption; reduction of electromagnetic impact) PANSA investments implemented as part of the project: ILS/DME Bydgoszcz, DME Darłowo, OR/DME Grudziądz, DME Jawor (Legnica), DME TMA Kraków-Katowice and DME Augustów (Suwałki) are elements of the MON network required by the PBN Regulation. Readiness of the project: The project shows a high maturity for implementation resulting from the inclusion of the investment in the PANSA investment plan and the Transition Plan Poland for PBN approved by the ULC. Investments in the project are carried out in 2021-2029. For the tasks carried out in 2021-2024, all necessary permits were obtained.
