The object of the project is the construction of the S7 expressway on the Widoma – Kraków section (Krakow Nowa Huta) by 18.29 km. The section of national road No 7 in question is located on the TEN-T comprehensive network in the Małopolskie Voivodship, in the district of Kraków, in the following municipalities: Iwanowice, Michałowice, Kocmyrzów – Luborzyca and within the Municipality of Kraków and forms part of the international road E77 Kaliningrad – Gdańsk – Elbląg – Warsaw – Radom – Kraków – Chyżne – Budapest. Therefore, it can be described as an element of one of the most important road routes in Poland, as well as in Europe. This project is called a phased project. The division into phases is due to the fact that the implementation goes beyond the 2014-2020 perspective and there has been a need for a financial separation. Investment outlays from 1 January 2014 to 31 December 2023 are planned to be financed under the OPIE 2014-2020, and from 1 January 2024 to 31 December 2025 under the FEnIKS 2021-2027. Scope of investment: for the S7 expressway in question, a two-day section with three lanes, a dividing lane and an emergency lane is planned in Kraków, while two carriageways with two lanes are planned in Kraków County, a wide dividing lane taking into account the reserve for the third lane and an emergency lane. The four road junctions ‘Łuczyce’, ‘Raciborowice’, ‘Kraków Grębałów’ and a combined junction consisting of the junctions ‘Kraków Masterejowice I’ and ‘Kraków Masterejowice II’ are designed under this investment. It is necessary to implement engineering structures and road culverts, which are also passages for animals. Noise protection will be provided by acoustic screens. It is planned to build a rainwater drainage system along with the construction of rainwater sewerage, roadside ditches and rainwater purification devices. It is planned to build lighting, rebuild the conflicting networks of land armament. The implementation of the Project will require the construction and reconstruction of road infrastructure elements: sidewalks, pedestrian-bike lanes, bus bays, exits, trips and emergency crossings and others. The whole plan will be complemented by road safety and organisation equipment including, in addition to energy-intensive barriers, vertical and horizontal markings. Objectives of the Project: -the creation of a safe section of the express road route forming part of the corridor of the trans-European TEN-T network, ensuring high-speed long-distance road traffic comfort for travellers, improving the transport accessibility of Poland and interregional connections within the TEN-T network, -increasing the accessibility to the trans-European TEN-T network corridor and improving the quality of internal communication links, -improving the efficiency of road transport and ensuring the free movement of people, goods, capital, services, affecting the growth of the EU's external competitiveness and internal economic, social and territorial cohesion, -adjusting the technical and usage parameters of the road to the forecasted level of traffic, by eliminating "bottlenecks" and filling missing elements of road infrastructure, in a way that improves the capacity and traffic conditions in the transport corridor, -reducing congestion and improving the living conditions of residents of building areas adjacent to existing transport solutions, -improving transit traffic and increasing the level of safety of users in order to maintain the interoperability of the transport infrastructure created, by adapting the road to the applicable legal provisions for the "S" class of roads, -increascreasing the mobility of persons and goods.
