Main objective of the project: Increase the effectiveness of the Police in improving/protecting road safety. The purchase of modern equipment, as well as conducting trainings, will contribute to a more efficient and effective implementation of tasks by police officers in the field of road interventions. This will contribute to the specific objective of the action to develop and improve sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. The type/type of project shall be consistent with the FEnIKS Programme and the detailed description of FEnIKS priorities. Under measure FENX.05.03 ‘Roads and road safety’, the purchase of equipment for road traffic prevention and control services, including vehicles with the necessary specialised equipment (surveillance), is foreseen as a type of project. The project includes: Task 1. As part of the task, it is planned to purchase 600 laser speed meters with image recording along with instructions for future users - 1200 police officers from KWP/CSP Legionowo/SP in Katowice. Effective enforcement of speed limit rules is an essential condition for ensuring the safety of citizens in the field of road traffic. The police must therefore have the appropriate tools to carry out effective surveillance of road users, such as laser speed meters with image recording. Activity 2: The task includes training for 453 police officers from police field units and 10 instructors from CSP in Legionowo on improving motorcycle riding technique. Training of police officers in improving the motorcycle riding technique will increase the efficiency of work by reacting more effectively and faster to various situations on the road, and thus better perform tasks such as chasing or patrolling the service area. Task 3: Information and promotion (purchase of information and promotional materials). It is planned to purchase promotional materials that will be distributed to road traffic participants during promotional events conducted by the Police and during roadside inspections, in order to disseminate information about the project and the program. This form of promoting road safety can be an effective way to raise awareness and encourage safe behaviour. No 4: Purchase of a promotional (memorial) board. As part of the task, the purchase of an information board is planned, which will be placed at the place of implementation of the project. Indirect costs include expenditure relating, inter alia, to the preparation of a feasibility study for the project, the purchase of IT equipment for the project management team, the payment of additional remuneration to the project management team, as well as expenditure on missions for project staff in connection with monitoring the state of implementation of the project. The beneficiary has descriptions of the subject-matter of the contract for the main design tasks, i.e. for the purchase of laser speed meters with image recording together with instructions for future users and for training in improving motorcycle riding techniques. In addition, tender documentation is provided for trainings under development. A contract was signed with the contractor to prepare a feasibility study for the project. Purchases of equipment, materials and services under the project will be made in accordance with the PPL Act. In the case of contracts for which the Public Procurement Act will not apply, the contracts will be awarded on the basis of the procedures for planning and awarding public contracts in the National Procurement Office held by the National Procurement Office - Order No 82 of the National Procurement Office of 16 July 2022.
