The project consists in the construction of a bypass, with a total length of 13,814 km, under two contracts implemented in the Design and Build system: "Construction of the Opatow bypass along the S74 and DK9 road" by 10,782 km and the connector of the northern bypass of Opatów within DK74 by 2 km. 3,032 km. The bypass is partly located in the comprehensive TEN-T network. The investment is located in the eastern part of the Świętokrzyskie voivodship, in the Opatów district, in the municipalities of Opatów, Sadów and Lipnik. Scope of investment: construction of a dual carriageway section of the S74 expressway, a dual carriageway section of the GP DK9 class and a single carriageway section of the GP class of the DK74 connector, construction of 2 road junctions, intersections, roads in demarcation lines with a non-national function, engineering structures, land drainage system, environmental protection devices (including screens, animal crossings, culverts), infrastructure for pedestrians, road lighting, parking bays for weighing vehicles, passages and emergency entries, construction/reconstruction of underground and terrestrial infrastructure (including technological ducts, power networks, water supply, gas, storm and sanitary sewerage, telecommunications, drainage and hydrological equipment), construction of BRD devices, including marking, protective barriers, fire protection shields or fences. Technical Parameters: Road class: S and GP; Surface load: 115 kN/axle; Category of traffic: CoR 6 and CoR 5 Project objectives: • increasing mobility by creating an express road section forming part of the TEN-T corridor, ensuring high-speed long-distance road traffic comfort for travellers, improving the transport accessibility of Europe, Poland and interregional connections on the TEN-T network, • increasing accessibility to the TEN-T trans-European network corridor and improving the quality of internal communication links, by properly connecting the planned route with the rest of the road network, • improving road transport efficiency and ensuring the free movement of people, goods, capital, services, contributing to the EU's external competitiveness and internal economic, social and territorial cohesion, • adapting the technical and usage parameters of the road to the projected level of traffic, by removing bottlenecks and filling missing road infrastructure, in a way that improves the capacity and traffic conditions in the transport corridor, • relieving congestion and improving the living conditions of residents of building areas adjacent to existing transport solutions, • improving transit traffic on the existing transport corridor and increasing the level of user safety in order to maintain the interoperability of the transport infrastructure created, by adapting the road to the existing legal provisions for ‘S’ class roads, • increasing the mobility of people and goods within interregional exchanges and beyond the borders of the province as well as beyond the borders of the country, • preventing transport exclusion through the implementation of high-standard road connections, • implementing transport infrastructure resistant to climate change and striving to reduce greenhouse gas emissions by implementing road routes on the TEN-T network.
